PROGRAM DEVELOPMENT ADVISOR
Background: The United States recognizes Burma’s ongoing reform efforts to build a modern, peaceful, and democratic country and welcomes the opportunity to deepen engagement with the people of Burma and their government. Consistent with the aspirations of the people of Burma, the United States Government launched a joint partnership with the Government of Burma to advance democratic reform, and lay the groundwork for a peaceful and prosperous future. Under the joint partnership, USAID supports equitable, inclusive, and transparent peace processes that increase access to populations in need and lay the foundation for political resolution to long-standing conflicts and a durable peace. USAID will work to strengthen the capacity of key leaders within the government and civil society organizations and between communities and newly formed government structures. The USAID/OTI program will deepen and sustain these reforms, providing assistance to increase participation in the reform process and to translate reform objectives into specific actions that improve the well-being of the people of Burma. USAID/OTI will provide targeted assistance to strengthen the peace process, build national reconciliation and mitigate conflict. Purpose: The USAID/OTI program is an important component of the USAID Mission’s strategic approach to supporting democratic reform and peacebuilding currently underway in Burma. To advance this objective, USAID/OTI is seeking a program development advisor with specific experience in political transition and peace processes in Burma. The Program Development Advisor (hereafter the “Advisor”) will serve as a key technical resource and advisor to USAID/Burma in these areas. Under the supervision of the DAI Chief of Party (COP) for the USAID/OTI program, the Advisor will be responsible for developing networks, informing and shaping activities to be implemented under the USAID/OTI program, and supporting an inclusive approach to coordination with OTI/Burma stakeholders and partners. Responsibilities and Deliverables: • Utilize and leverage existing network of government officials and key stakeholders in civil society to recommend opportunities for assistance and to expand footprint of USAID/OTI in the country. o In coordination with USAID/OTI and DAI COP, develop an initial strategy for meetings with interlocutors in government and the CSO community, and facilitate participation of OTI and DAI senior managers in this initial series of meetings. o Convert input and recommendations from above initial meetings into executable plans for implementation, including new USAID/OTI activity design, under the direction of the USAID/OTI Country Representative and DAI COP. • Mentor and coach program development staff on: o OTI and/or small grants activity development methodology o Activity evaluation skills o Best practices for developing and maintaining a network of program contacts with key stakeholders o Collection, analysis, and basic reporting on Burmese political, economic and legal situation • Working with program staff, utilize DAI and OTI Databases to develop and submit formulated activities to USAID/OTI for clearance through DAI COP. • Participate in program meetings with USAID/OTI. • Develop reports, presentations and trainings as requested by the USAID/OTI and DAI COP.
Qualifications: • Experience in Burma and demonstrated expertise on political issues in Burma is required. • Candidate must have at least 10 years field experience in international development, democratic reform/governance and peace processes.
• Advanced degree (M.A. or PhD) in development, economics, humanitarian assistance, conflict studies or other relevant fields. • Experience with designing democratic reform activities and/or participation in peace processes and peacebuilding initiatives. • Prior experience designing and implementing USAID/OTI activities is preferred. • Experience in designing and implementing grant programs is preferred.
Supervisory Relationships: • The Chief of Party will supervise the Program Development Advisor for day-to-day management and technical performance purposes. • The Program Development Advisor will also work with the USAID/OTI Country Representative through the DAI COP.
Base of Operations: • Based in Rangoon, Burma.
Period of Performance: • 3 months with potential for extension up to 12 months • Candidates are requested to state their availability and preferred period of performance, either short term or long term.
