Objective
The Economic Valuation Specialist and Case Study Researcher will be responsible for providing the detailed resources for the case study analysis and for the associated capacity building.
 
Responsibilities:
 
  • Responsible for compilation and cataloguing of existing and relevant valuation case studies;
  • Assists in preparation of Case Study proposal and to prepare the Case Study materials;
  • Participate as required in the stakeholder engagement and consultation process including building a strong rapport with NMCs and line agencies;
  • Participates in training and capacity building;
  • Assist in the development of communications and training material associated with the case studies;
  • Train stakeholders in the background and analytical frameworks that may be selected through the case study method previously compiled;
  • Assist the Team Leader to deliver project outputs specific to the analytical framework (as required) to a high standard;
  • Contribute to the required reports to MRCS ISH.
Qualifications/Requirements:
 
  • Postgraduate degree (at least Masters Level) in environmental/power planning economics or appropriate related field;
  • At least 8 years professional experience covering particularly economic and/or environmental assessment of water infrastructure;
  • Experience with the economics in developing countries would be an advantage;
  • Substantial experience in the economic analysis of the valuation of multi-purpose use of water infrastructure and the assessment of their full economic costs;
  • Experience with the economic valuation of environmental externalities and ability to provide appropriate methods for valuation that can be incorporated into the final guidelines; 
  • Experience in the training of teams in the methods to be developed in this study;
  • Proven communications skills and excellent written English.

Output 4: Phase 2 Planning and Phase 1 report
1)     Define Phase 2 and Case Study Objectives;
2)     Selection of one case study in each member country (or more as agreed by the member countries);
3)     Draft a work plan (resources, time line etc.) for Phase 2 of the study to include:
4)     Preparation, documentation and communication of suitable case studies;
5)     Provision of training material and workshops to build capacity in appropriate line agencies in the Revised Draft Guidelines.
6)     Delivery of Phase 1 Report and Revised Draft Guidelinesincluding all comments and feedback from the consultation process.

Output 5: Preparation, documentation and Communication of Case Studies
1)     Select appropriate national line agency staff and trainees (1 or 2) to work with the team on the case study development;
2)     Coordinate the inputs to the case studies (in association with line agencies, regional research organisations etc.);
3)     Prepare the case study materials and analyses using theRevised Draft Guidelines covering both the valuation and analysis of the externalities and the costs and benefits of the multi-purpose opportunities; and
4)     Review and finalise Case studies and prepare communication and training materials associated.

Output 6: Provide training and build capacity
1)     Finalise layout and presentation of the Final Draft Guidelines and prepare training materials;
2)     Host training workshops (2 estimated) in each country to appropriate line agency staff.

1)     Prepare for and facilitate a workshop with senior policy makers (regional or national to be advised) on the Final Draft Guidelines;
2)     Prepare Final Report covering:
a)     Summary and observations of Study outcomes, consultations and case studies;
b)     Recommendations for Next Steps and scopes for further study.
