Public Finance Management Specialist
Jakarta, Indonesia – AusAID funded Poverty Reduction Support Facility (PRSF)
PRSF is a joint facility between AusAID and the Government of Indonesia to improve the quality of policy advice for poverty programs in Indonesia.
The key purpose of the Public Finance Management Specialist role is to lead the development of government regulation and financial mechanism that will make it possible for the pilot to tap into existing government allowances for service providers and make the payment based on performance and/or converted into grant that can be utilized by community members to improve service provision.
The consultant will be responsible for the following tasks:
- Carry out primary and secondary research and analysis on: (i) financial policies and mechanisms for budgeting processes from the national to district governments; (ii) district level budgeting processes and financial mechanisms for securing national, provincial and district budgets for the pilot; and (iii) financial mechanisms for previous experiments or piloting on pay for performance or community grant that tap into existing government budgets.
- Assess, analyze and identify financial policies and mechanisms which would enable the project to tap into selected existing government budget and utilize it for Pay for Performance and community grant schemes.
- Work with piloting districts, and – as needed – with relevant ministries and provinces to secure government regulation, budget allocation and disbursement for the pilot.
- Lead the design, implementation and revision of Public Expenditure Review (PER) on service providers at the participating districts. The PER for education sector aims to identify participating schools and communities, teachers’ workloads, teachers’ salary (components, source, amount, frequency), and to identify allowances that can be made dependent on performance. The PER for health sector t.b.d.
- In collaboration with piloting districts and project partners develop financial, institutional and managerial mechanisms that: (i) as much as possible tap into existing mechanisms; (ii) secure for the project the selected government allowances and budgets for service providers in education and health sectors, (iii) enable community engagement in monitoring, and (iv) ensure transparency and accountability.
- Develop technical operational manual in close collaboration with the district government and project partners and lead the training and coaching of project and district government staffs and, at the pre-piloting stage, of community members.
Oversee the process of implementation of the pilot at the districts, conduct analysis and report writing
To succeed in this role, you will be able to demonstrate:
- Master degree either in Finance, Management, Public Administration or similar quantitative/qualitative discipline or social policy.
- Minimum five years of experience in working in public finance reform, a majority of which is conducted at the district level.
- Proven experience and knowledge of public finance mechanism, preferably in education and health sectors.
- Proven analytical, problem-solving and quantitative/qualitative skills.
- Proven ability to liaise and coordinate with government officials at the national and sub-national levels.
- Excellent oral and writing skills in Bahasa Indonesia and English are desirable.
