BSM (Bantuan Siswa Miskin) Reforms Programme Officer
National Team for Accelerating Poverty Reduction (TNP2K)

Jakarta, Indonesia – AusAID funded Poverty Reduction Support Facility (PRSF)
PRSF is a joint facility between AusAID and the Government of Indonesia to improve the quality of policy advice for poverty programs in Indonesia.

The key purpose of the role is to be part of the BSM program reforms and ongoing monitor of the implementation of BSM Program New Targeting Mechanism Pilot at the Ministry of Education & Culture/MoEC as well as the Ministry of Religious Affairs/MoRA, and the BSM program complementary to PKH family beneficiaries, Raskin and Jamkesmas program.
The consultant will be responsible for the following tasks:
    • Assist in preparing and drafting presentations and reports as results of BSM/the Cash Transfers for the Poor Students program reforms;
    • Participate in the ongoing planning of Cash Transfer for the Poor Students/BSM program reforms together with other working groups at TNP2K and with the BSM program implementers (the Ministry of Education/MoEC and Ministry of Religious Affairs/MoRA);
    • Foster the coordination of BSM reforms implementation by assisting in the implementation of ongoing coordination and technical meetings/workshops;
    • Work with Government counterparts to take part at improving the performance of social protection programs to reduce poverty especially related to the Cash Transfer for Poor Students/Bantuan Siswa Miskin program reforms (with the Ministry of Education & Culture/MoEC and the Ministry of Religious Affairs/MoRA);
    • Provide related technical support and feedbacks, as necessary, to the improvement of existing BSM program guidelines in both ministries (the MoEC and MoRA);

To succeed in this role, you will be able to demonstrate:
    • Bachelor Degree in Economics or Communication, or other relevant Social Science.
    • Minimum of five years of relevant professional experience; experience in conducting analytical projects and providing technical advisory services are essential; practical experience in dealing with institutional design and implementation issues. Experiences in the Cluster 1 Poverty Alleviation Program, including BSM, PKH and Raskin program are desirable.
    • Proven ability to liaise and coordinate with government officials at the national and sub-national levels.
    • Fluent in written and spoken both Bahasa Indonesia and English.
