Information Management Officer (Shelter and Non-Food Items Cluster)


I. POSITION INFORMATION Position title- Consultant - Information Management Officer (Shelter and Non-Food Items Cluster). Position classification- 3 months Consultancy with a possibility of an extension. Duty station- Juba, South Sudan.

Reporting directly to Shelter and Non-Food Item Cluster Coordinator Overall supervision by Chief of Mission
II. ORGANIZATIONAL CONTEXT AND SCOPE Under the overall supervision of the Chief of Mission in Juba, and the direct supervision of the Shelter and NFI Cluster Coordinator in Juba, the Information Management Officer Shelter/NFI will be responsible as follows:
Provide information management for the Shelter and NFI Cluster in the Republic of South Sudan. The Information Management Officer is key to coordinated shelter and NFI response, improving analysis and decision-making through strengthened collection, processing, interpretation and dissemination of information at the intra- and inter-cluster level. The Information Manager is a core member of the NFI and Emergency Shelter Cluster Coordination team, and will support the Cluster Coordinator and Co-Coordinator (World Vision International).
Nature of the consultancy: Technical consultancy for the development and support of effective mechanisms for communication, information exchange and sharing learning within the Shelter and Non-Food Items Cluster in the Republic of South Sudan at national and state level, including but not limited to creation of a cluster website, production of cluster updates and briefs, data collection, analysis, and application.
Objective: Improve analysis and decision-making in the Shelter and NFI Cluster, through strengthened collection, processing, interpretation and dissemination of information at the intra- and inter-cluster level.
Target: Establish effective mechanisms for regular cluster communication and information exchange, including the launch of a cluster website and the production of high quality cluster updates and briefs.
  1. IOM Project to which the Consultancy is contributing: Provision of NFI and Emergency Shelter to returnees, IDPs and host communities
  2. Tasks to be performed under this contract: a) Create and launch a Shelter and NFI Cluster website, including provision for updating and maintenance. b) Produce Shelter and NFI Cluster monthly updates, 3/4Ws, and ad hoc situation reports, briefs or bulletins as required. c) Develop and maintain cluster contact lists and email lists. d) Collect and collate pre-crisis and in-crisis baseline data on shelter and NFI in the Republic of South Sudan. e) Collate, analyze and interpret shelter and NFI needs assessment information across the country, mapping needs, response and capacity. f) Facilitate collection, analysis and dissemination of cluster partner experience, lessons learned and good practice. g) Provide evidence-based advice to the Cluster Coordinator to feed into strategy and planning processes, including possible areas of future development for the cluster. h) Proactively gather information from other clusters/organizations/military both inside South Sudan and globally which may be of use to the Shelter and NFI Cluster. i) Feed into inter-cluster reporting and OCHA-led humanitarian situation reports. j) Work closely with OCHA on cross-cluster IM and analysis at the strategic level through the establishment of systems and processes needed for effective information sharing with cluster partners. Represent the Cluster in any meetings of IM focal points led by OCHA. k) Provide timely and relevant support and guidance to cluster State Focal Points and cluster partners, including national NGOs, on cluster reporting and information requirements. l) Perform any other duties as required.
  3. Tangible and measurable output of the work assignment: I. Active website with relevant, well presented, accessible information and a plan for maintenance and updating; II. Up to date, well-presented 3Ws, cluster contact list and email list; III. Cluster updates and briefs produced to high standards as required, including but not limited to a mid-year cluster report; IV. Tools available to the cluster for collection and analysis of baseline and assessment information, and mapping of needs, response and capacity.
  4. Realistic delivery dates and details as to how the work must be delivered: Assignment Expected dates of execution I Launch of website Launch of site by end July 2013 II 3Ws, contact lists As required – updated every two months III Cluster updates and briefs Monthly update by 14th of month; mid-year report by July 21; ad hoc reports as required. IV Baseline/assessment analytical tools By end of consultancy .
III. DESIRABLE QUALIFICATIONS, EXPERIENCE AND COMPETENCIES
a) Advanced University degree from an accredited academic institution in Information Technology or Information Systems, Geographic Sciences, Engineering or Communications. Alternatively, an equivalent combination of relevant training and experience. b) Minimum of five years of significant experience in emergency contexts. c) Experience in information management, knowledge management, database management or a related field. d) Experience of humanitarian needs assessments, surveys, and monitoring and evaluation. e) Proven statistical, analytic and technical skills, including: excellent knowledge of MS Excel and MS Access, knowledge of GIS and map-making processes, experience of data capture, storage and file management and analysis and report generation, knowledge of web-based applications, ability to present information in understandable tables, charts and graphs. f) Knowledge of shelter and NFI in emergency, early recovery, post crisis transition and disaster risk reduction. g) Demonstrable experience of the cluster approach, guidelines and terms of reference and knowledge/experience in applying them. h) Demonstrable ability to work with diverse groups of stakeholders and to develop consensus and partnerships. i) Formal training in cluster coordination and or demonstrable experience of effective co-ordination at sector or national level would be preferable.
IV. LANGUAGES Required
English.
Fluent Advantageous Knowledge of Arabic and other local languages an advantage.
