Project Manager


HELVETAS Swiss Intercooperation (employer) and the Aga Khan Foundation in Kyrgyz Republic (AKF) are jointly designing a project proposal in response to the call for tender on “Small and Medium Enterprise Development in Alai and Chon-Alai” announced by the Swiss Agency for Development and Cooperation in April 2013. The overall objective of the project is the creation of (self) employment and reduction of under- and unemployment in the target region.
Foreseen duration of the project is the following: Part 1: 01.08.2013 – 31.01.2014 and Part 2: 01.02.2014 – 31.12.2017.
HELVETAS Swiss Intercooperation and AKF are looking for a Manager to the Project who will be based in Gulcho in Alai district.
The main responsibilities of the Project Manager include:
  • Manage the project by activity planning, supervision of implementation and coordinating the work of the partners and other stakeholders. Also, ensure effective project financial management and conduct regular monitoring of progress made towards the objectives and indictors set in the project;
  • Work closely with HELVETAS Swiss Intercooperation and AKF’s program management team in Bishkek and Osh;
  • Facilitate the process of collecting baseline data in the target villages and assist Project Consultants in communications with the project stakeholders;
  • Create/maintain partnership relations with the project implementing partners, sub-contractors and Local Authorities;
  • Provide accurate and comprehensive reports on the project progress
  • Assess needs and organize refreshment trainings for project personnel;
  • Supervise the good and timely performance of tasks entrusted to project staff and partners;
Required Qualifications
  • Qualified specialist with expertise on Local Economic and Small and Medium Enterprise Development and has a full understanding of Market for Poor (M4P) approach.
  • Solid project management experience in international and/or local non-governmental development organizations (at least 7 years) including monitoring and evaluation;
  • Working experience in market development through support to private sector actors (Value Chains Development);
  • Educational background in economy, business administration and/or management (Master degree)
  • High gender sensitivity and experience in conflict sensitive project management;
  • Excellent oral and written communication skills in Russian, Kyrgyz and English is preferable;
  • Proficiency in Microsoft Office applications;
  • Self-motivated, proactive, motivator, strong analytical skills, ability to work within multicultural teams.
