International Procurement Specialist , Syria

As part of the growing portfolio of work that we undertake around the world, we are seeking to identify a suitably qualified International Procurement Specialist who would be interested in a potential four year consultancy assignment to contribute to a recovery programme for Syria. The role will be based in Turkey but may require travel to Syria when the security situation allows.
In particular we are looking for individuals with the following experience:
  • Expert with an international professional background obtained in long-term assignments outside his country and region of origin
  • At least 5 years of experience and in operating the procurement systems in major, donor financed emergency aid and/or development funds with local partners in developing countries
  • Experience of working in an emergency aid and/or development co-operation context in a conflict, post-conflict or fragile state
  • Good knowledge of EU- and UN-embargo rules on Syria
  • Good knowledge of the local, regional and international markets for goods and services for emergency aid
  • Good communications skills and the ability and preparedness to share knowledge with local partners in Syria
  • Ability and readiness to work and live in an off-capital environment on the Turkish-Syrian border
  • Ability and readiness to travel frequently, including field trips to Syria if and when the security situation allows to
  • Fluency in spoken and written English
Additional advantages:
  • Knowledge of KfW, Worldbank, UN or other major donors' procurement rules and procedures
  • Working knowledge of Arabic
  • Experience in working in Syria and/or neighbouring countries
