Chief Administrative and Financial Officer


Africare is seeking a Chief Administrative and Financial Officer (CAFO) for an anticipated five-year, $72 million Resilience and Economic Growth in the Sahel – Enhanced Resilience (REGIS-ER) program Burkina Faso and Niger. The program is designed to increase the resilience of chronically vulnerable people, households, communities and systems in targeted agro-pastoral and marginal agriculture livelihood zones in Niger and Burkina Faso. The program attempts to achieve this goal through three interwoven objectives: increased and sustainable well-being (income, food access, assets, and adaptive capacity), strengthened institutions and governance and improved nutrition and health. The program is one of three large-scale investments being made under USAID’s larger Resilience and Economic Growth in the Sahel program and is expected to work in tandem (layer, integrate, sequence) with USAID’s current and future programming in the Sahel.
As CAFO, the successful candidate will be based in Niger and will manage program finances and operations. With the support and under the supervision of the Chief of Party (COP), the CAFO will be responsible for all financial, accounting and grant-making aspects of the program. The CAFO will be responsible for all aspects of financial project management as well as coordination of financial activities in both countries and should be an expert in USAID rules and regulations. S/he will manage the finance staff, as well as those of human resources, procurement, logistics and ICT.
DUTIES AND RESPONSIBILITIES: • Provide technical and managerial leadership on issues of local economic development, agriculture and livestock value chain support, access to finance, governance and institutional strengthening, natural resource management, improved health and nutrition, and humanitarian response. • Lead design and implementation of all program components and activities. • Serve as primary liaison to USAID, local and national governmental authorities, local NGOs, community organizations, and other donor organizations. • Facilitate learning of regional best practices on program’s technical areas. • Ensure compliance with Africare and USAID rules and regulations, particularly with respect to financial and grant management, and work to strengthen finance, operations, and grant/subgrant management systems. • Ensure implementation supports the overall USG strategy for resilience in the Sahel, and solidify linkages between the Africare-led REGIS ER program and other USG and EU funded programs, particularly, REGIS-AG, Food for Peace, and SAREL. • Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff.
QUALIFICATIONS: • Minimum of 10 years’ experience in a senior position managing all aspects of international development financial project management. • Master’s Degree in Economics, Accounting, Financial Management or a relevant field of study. • Technical experience or general familiarity in several of the following areas: civil society, organizational development, economic development, health, and nutrition. • US government grants and contracts experience and knowledge of reporting requirements and rules & regulations required. • Relevant professional experience managing grants programs. • Strong interpersonal skills, ability to interact effectively with CSOs, USAID, other relevant stakeholders and personnel associated with this program. • Significant experience in use of Excel and QuickBooks. • Preferable experience in simultaneously managing financial in multiple countries. • Demonstrated ability to communicate effectively (written and oral) with a wide range and level of audience (e.g., governments, communities, donors, CBOs) in French and English. • Ability to work under pressure and manage multiple programs/activities for the assigned countries • Candidates from Burkina Faso and Niger are strongly encouraged to apply • English and French oral and written fluency required. Knowledge of one of the local languages preferred.
