Operations Research, Advocacy and Health Education – Prisons
AusAID funded HIV Cooperation Program for Indonesia
Based in Jakarta
GRM International is the managing contractor for the HIV Cooperation Program for Indonesia (HCPI), the largest component of the Australia Indonesia Partnership for HIV.
The National Technical Officer – Operations Research, Advocacy and Health Education - Prisons will work as part of a team to ensure that HIV services are established in 11 model prisons and those prisons are sustainable learning centres equipped to train personnel from other prisons. This position will also support counterparts to promote this model to GOI, LSM and internationally. Under the direction of the Prisons Adviser, the NTO will be responsible for supporting relevant operations research and curriculum development for in-service training programs.
The National Technical Officer – Operations Research, Advocacy and Health Education – Prisons will be responsible for the:
- Liaison, collaboration and coordination with the National and relevant Provincial AIDS Commissions, Ministry of Justice and Human Rights, Ministry of Health and appropriate donor initiatives regarding the NTO’s scope of work.
- Provision of technical assistance and support to partners to ensure that adequate monitoring and evaluation information is provided to MOJHR, NAC, HCPI and other stakeholders.
- Provision of technical assistance and support to qualitative and quantitative operational research conducted within the prison system. The NTO will be fully responsible for data analysis and draft report preparation. The reports will be to publishable standards.
- Provision of technical assistance and support for the development of a health education training curriculum and IEC materials for the delivery of in-service training programs provided by the model prisons.
- Supporting counterparts to prepare advocacy strategies and materials to support program sustainability.
- Provision of mentoring support for research and training in all of the 11 model prisons.
- Timely submission of M&E data to all stakeholders in the format required.
- Provide input to project reports as requested by the Team Leader.
- Carry out other duties as directed by the Prisons Adviser, Team Leader or their delegate.
Interested candidates for the position should have the following qualifications and experience:
- A tertiary degree in health education or public health that includes research methods;
- evidence of research experience at a suitable level i.e. published papers as a lead author;
- Demonstrable experience of curriculum development and vocational training
- Experience in networking, liaison, training, institutional strengthening and monitoring;
- A general understanding of HIV/AIDS programming and experience
- Excellent organisational skills;
- Excellent oral and written communication skills;
- SPSS / Stata and Excel / Access
- Ability to work in both English and Bahasa Indonesia.
