Burkina Faso Program Representative


Africare is seeking a Burkina Faso Program Representative (BFPR) for an anticipated five-year, $72 million Resilience and Economic Growth in the Sahel – Enhanced Resilience (REGIS-ER) program Burkina Faso and Niger. The program is designed to increase the resilience of chronically vulnerable people, households, communities and systems in targeted agro-pastoral and marginal agriculture livelihood zones in Niger and Burkina Faso. The program attempts to achieve this goal through three interwoven objectives: increased and sustainable well-being (income, food access, assets, and adaptive capacity), strengthened institutions and governance and improved nutrition and health. The program is one of three large-scale investments being made under USAID’s larger Resilience and Economic Growth in the Sahel program and is expected to work in tandem (layer, integrate, sequence) with USAID’s current and future programming in the Sahel.
As BFPR, the successful candidate will work closely with the Chief of Party (COP) and will support the CCOP to provide overall project leadership, strategic guidance, managerial and technical oversight, and have responsibility of the program, representing Africare and its consortium to USAID, local and national partners, and other relevant donor organizations in Burkina Faso. The BFPR will manage toward maximum cost-effectiveness, efficiency, output and impact. S/he will provide financial and administrative oversight and day-to-day management and implementation of the program activities in Burkina Faso. The BFPR will also oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting and communications.
DUTIES AND RESPONSIBILITIES:
• Provide technical and managerial leadership on issues of local economic development, agriculture and livestock value chain support, access to finance, governance and institutional strengthening, natural resource management, improved health and nutrition, and humanitarian response. • Play a leadership role in the development and implementation of administrative and operational procedures as well as in the design and implementation of all program components and activities. • Serve as primary liaison to USAID, local and national governmental authorities, local NGOs, community organizations, and other donor organizations. • Facilitate learning of regional best practices on program’s technical areas. • Ensure the highest quality of program monitoring, evaluation, reporting and communications. • Ensure compliance with Africare and USAID rules and regulations, particularly with respect to financial and grant management, and work to strengthen finance, operations, and grant/subgrant management systems. • Ensure implementation supports the overall USG strategy for resilience in the Sahel, and solidify linkages between the Africare-led REGIS ER program and other USG and EU funded programs, particularly, REGIS-AG, Food for Peace, and SAREL. • Provide mentoring and professional development support to project staff, with emphasis on building capacity of national staff. QUALIFICATIONS:
• A minimum of 10 years’ relevant experience in managing similar agricultural, food security and livelihoods development programs in complex environments in a senior management position; experience in the Sahel is strongly preferred. • Master’s Degree in Economics, Agriculture, Rural Development, Public Policy, Political Science, International Development, or a relevant field of study. • Significant, broad and proven expertise in livelihoods development in a developing country context, preferably the Sahel • Demonstrated knowledge of USAID facilitation approach and its application to program implementation, in addition to broader knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project as well as understanding of USAID rules and regulations and mandatory reporting requirements, • Technical experience in the following areas: civil society, organizational development, economic development, health, human and institutional capacity building, democracy and governance. • Experience working with programs focused on addressing vulnerable groups, gender issues, and women’s empowerments, in Africa and preferably the Sahel. • Demonstrated ability to coordinate with other donor programs on civil society and seek synergies and complementarities to maximize results. • Experience managing complex USAID programs with local partners and sub-grants is highly desired. • Strong presentation and communications skills to meet the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders. • Experience working with and bringing together civil society, private sector and government representatives in the Sahel. • English and French oral and written fluency required. Knowledge of one of the local languages strongly desired.
