Diakonie Katastrophenhilfe/ Diakonie Emergency Aid is a German based non-governmental organisation providing worldwide humanitarian aid. DKH has been working in Pakistan since the earthquake in 2005. Having implemented relief, recovery and rehabilitation operations in Kashmir (AJK) and Khyber Pakhtunkhwa (KPK), Diakonie Katastrophenhilfe has also provided emergency relief operations in KPK and Punjab after the devastating 2010 floods in Pakistan. Program Manager
Location: Islamabad with movements to Peshawar and project locations.
Assignment Period: As soon as possible (preferable June 2013), one year contract with possible extension.

Scope of work:
  • The Program Manager plays a key role in the leadership of DKH programming across Pakistan. In close collaboration with the Head of Mission, he/she initiates and leads recovery and rehabilitation efforts and new programming of DKH for the disaster affected population.
  • He/she leads a team of 4 Sector Heads (Livelihood, WASH, Construction and DRR) under which the entire program team members work and supervises several international Consultants.
  • He/she is responsible for ensuring projects are implemented jointly with local partners according to DKH and donor guidelines, are of high quality, meet the needs of the beneficiaries and are completed in timely manner, within budgets.
  • The Program Manager reports to the Head of Mission, is a member of the Senior Management and works collaboratively with the Managers of the Finance/Administration/HR and the Logistics/Security Departments and the Diakonie project officers in HQ Berlin.
Responsibilities:
  • Oversee the implementation of the DKH program portfolio ensuring consistency with DKH Country Strategy, internal guidelines and humanitarian principles.
  • Build, together with the program team, a disaster preparedness and response plan according to operational capacity.
  • Ensure that projects are managed closely through structured work plans and adequate monitoring and evaluation schemes of implementing partners are in place and properly applied.
  • In collaboration with Admin/ Finance Manager manage funding transfers to partnership projects based on the progress achieved.
  • Represent professionally DKH and DKH interest with implementing partners, government and donor entities or other networks in collaboration with the Head of Mission.
  • Support the program team and partners in high quality and timely reporting. Compile narrative reports (including graphs, tables, photos) on partner projects according to the time schedules agreed upon in the cooperation agreements.
Qualifications:
The requested minimum qualifications are as follows:
  • Post-graduate university degree and trainings in a relevant field.
  • Minimum 5 years of experience in program or project management.
  • Very good knowledge of the English language and relevant computer skills.
  • Demonstrated experience in relief, early recovery projects or international development work.
  • Demonstrated capacity to live in harsh conditions and insecure environment.
For this post, the following further qualifications are an asset:
  • Demonstrated understanding of and experience with policies, protocols, and procedures of international NGO and donor agencies.
  • Preferential experience in working with local partner organisations.
  • Good knowledge and experiences in monitoring and evaluation procedures (M & E).
  • Strong commitment to teamwork with effective communication, motivating leadership and interpersonal skills.

General Situation and Remuneration:
  • The security situation in Pakistan remains volatile and candidates may expect periods of insecurity, temporary suspension or restrictions in program operation and field travel.
  • This position is based in Islamabad, which faces low levels of insecurity. Candidates can expect to live in DKH guest houses or can make individual accommodation arrangements.
  • The remuneration will follow internationally accepted standards, including R & R and free health insurance.
