Provincial Technical Officer – Institutional Strengthening (IS)


AusAID funded HIV Cooperation Program for Indonesia

 

Based in Jayapura, Papua


GRM International is the managing contractor for the HIV Cooperation Program for Indonesia (HCPI), the largest component of the Australia Indonesia Partnership for HIV.
The Provincial Technical Officer – Institutional Strengthening (PTO - ISS) will be based at HCPI Papua office with necessary travels to provinces/districts in Tanah Papua. Under the supervision of the Prevention and Health Promotion Adviser and technical inputs from Institutional Strengthening Adviser, he/she will:

  • Assist in need assessment, development, implementation, monitoring and evaluation of institutional strengthening program and activities for Provincial AIDS Commissions, NGO/CBO, FBO partners and other partners such as Associations and Social Organizations
  • Provide technical assistance through trainings, workshops, tutorials/coaching and other related institutional strengthening activities for HCPI Government and NGO/CBO partners.
  • Liaison, collaboration and coordination at provincial levels with the National AIDS Commission and GOI sectors, BAPPENAS and BAPPEDA, civil society organizations and networks including people living with HIV and AIDS and Key Population groups, international agencies and other key stakeholders involved in leading advocacy, policy and program planning, budgeting, and M&E related to the HIV/AIDS response.
  • Work collaboratively with HCPI Provincial and National staff for development and implementation of programs and activities related to institutional strengthening activities at Province/district and National levels;
  • Oversee HCPI grants disbursement and financial reporting of for HCPI partners  organizations to HCPI, in collaboration with Grants Manager and his/her team.
  • Assist in identifying required consultants and supporting in managing consultants’ contracts and reports.  
  • Collect information about other institutional strengthening or capacity building activities undertaken by other agencies with current HCPI partners or other key agencies involved in HIV programming in Indonesia;
  • Assist and collaborate with HCPI National Technical Officers for Institutional Strengthening s for institutional strengthening activities conducted by HCPI partner organizations.
  • Assist IS and/or Prevention and Health Promotion Advisers for other assignments related to institutional strengthening activities either for HCPI or implementing partners as needed

Interested candidates for the position should have the following qualifications and experience:

  • University qualification (Master Degree) with at least five years IS experience of Government organizations and NGO/CBOs, specifically in HIV/AIDS programming
  • Experience in training, mentoring/coaching, monitoring and evaluation, networking, liaison, and other IS related activities
  • Excellent organizational, oral and written communication skills; good computer skills; and ability to work in English and Indonesian
  • Willingness and ability to work with key populations engaged in HIV/AIDS program.
