A key aspect of IFC’s global and regional strategies is to scale up its investments in Sustainablility and Climate projects (energy efficiency, renewable energy, cleaner production and resource efficiency, waste and waste water management) through Banks and Financial Institutions referred to as Sustainability and Climate Finance through FIs (SCF). The current IFC portfolio in SCF consists of more than thirty projects and facilities totaling over $ 2.5 billion in commitments to date. Given this focus, IFC proposes to recruit a Specialist to develop and expand the current program of IFC investments in the Asia region covering both South Asia and East Asia. The Specialist will be responsible for the growth of the SCF program and provide the necessary technical and business development expertise to IFC Financial Markets investment teams in the Asia region. The Specialist position is based in Beijing, and will be mainstreamed into the local Financial Markets (FM) teams while being part of the global pool of SCF industry specialists in the Financial Markets department. The Specialist will be expected to maintain close relationships with other investment and advisory services departments in the region, especially with the Access to Finance (A2F) business line. | |
Duties and Accountabilities: | |
• Anchor and lead the business development and investment operations related to Sustainability and Climate Finance in the East Asia and South Asia regions. • Develop the strategy for Sustainability and Climate Finance working with the Regional Financial Markets Managers and the Global Financial Markets Head for Climate and Sustainability. • Work with Investment Officers in the regions to help market the product to FI clients and to help these FI clients identify SCF business opportunities for financing. • Responsible for the delivery of the investment targets for the regions, working with the regional investment team and the global product team. • Engage with and create synergies with the IFC Advisory services teams in the region, as well as other bilateral and donor funded programs to ensure that the markets and FI clients have the capacity and expertise required to scale up SCF. • In collaboration with other departments in IFC, engage with regional and local renewable energy and EE technology vendors, equipment suppliers and other aggregators such as ESCOs, to identify new business opportunities that can be scaled up through financial intermediation by IFC. • Provide support to investment and advisory staff based in the region on the use of IFC’s GHG accounting tools for financial markets for individual projects as well as the annual program; • Provide leadership in all phases of investment and advisory operations, including problem solving on complex issues of implementation, monitoring and evaluation; • Systematically capture and share lessons learned across the organization; • Ensure compliance with IFC/WBG policies and procedures. • Travel across the region to interact with the investment and advisory teams and to meet clients and market players. | |
Selection Criteria: | |
• At least 10 years relevant working experience in the development and/or financing of commercially viable Sustainable Energy projects. The successful candidate should have a sound understanding of the private sector and familiarity with commercial SE projects. • Relevant Graduate degree(s) in engineering, environmental science, energy studies, business, finance, and/or policy, with a flair for multi-disciplinary work in Sustainable Energy. • Ability to establish credibility among senior private sector clients through technical competence and excellent interpersonal skills. • Strong expertise in the technical aspects of SCF including knowledge of regulatory and policy frameworks, the project development process for EE and RE, and perspectives on the commercial viability of these projects and how they are typically financed. • Sound understanding of financial structures used to finance SCF projects and how banks and financial institutions typically work. • Familiarity with legal and regulatory issues in Asia, relating to energy generation, distribution, consumption and pricing and the opportunities • Awareness/Familiarity with donor and bilateral programs in SCF including the capacity building and technical assistance/advisory initiatives • Have a network of contacts amongst the key market players in the area of sustainable energy, including vendors, equipment suppliers, ESCOs, consultants, project developers, financiers, policy makers, regulators etc. • Proven track record as a strong team player with the ability to work in a high-pressure multi-disciplinary environment. • Familiarity and confidence to be able to negotiate and be effective in a matrixed working environment. • Should be a motivated self-starter with the ability to work independently. • Excellent oral and written communication skills, with ability to articulate thoughts on policy, technical, and financial issues, effectively and concisely. *LI-GK1 |
