Monitoring, Evaluation & Learning Officer


Background
SOS Children’s Villages Somalia is a private, non-political welfare organization whose primary goal is to provide permanent homes and education to orphaned and abandoned children. A further goal is to contribute to community development through provision of social, medical and educational facilities with the aim of preparing our children for self-reliance as independent members of the community. Scope of work
Under the supervision of the National Programme Development Director, the MEL Officer will be primarily responsible for routine monitoring, evaluation and quality assurance and reporting of SOS Children’s Village projects and programmes in Somalia/Somaliland. S/he will be expected to compare outputs and outcomes of projects and programmes against log frames, work plans and donor agreements. S/he will work with a multi-sectoral team of heads of facilities and other staff.The incumbent will be based in Mogadishu, Somalia.
Specific Responsibilities
1. Develop and implement an effective programme monitoring, reporting and evaluation system
a) Develop and disseminate guidelines for programme planning, implementation and reporting
b) Review and improve tools for programme planning, monitoring and reporting
c) Oversee collection, compilation, analysis and reporting of data from facilities and entering the same into organizational databases
d) Conduct spot checks and process monitoring to track results (output, outcomes and impacts)
e) Based on monitoring results, prepare quality reports on project progress and submit to the National Programme Development Director
f) Support project and programme teams in assessments, feasibility studies and appraisals
g) Conduct periodic reviews and end of project evaluations
h) Train, coach and guide project and programme staff on monitoring, evaluation and reporting procedures
2. Contribute to design and development of new projects and programmes
a) Undertake desk research and prepare updates for programme development
b) Liaise with the National Programme Development Director and develop concept notes and proposals
c) Review project proposals, especially log frames to ensure compliance with organizational programming standards and donor requirements
d) To carry-out any other duties and/or responsibilities assigned by the immediate supervisor
Qualification and Experience
Essential
  • Bachelor’s Degree in Social Science or related field from a recognized university;
  • Minimum Three years hands-on working experience in a similar position with international organizations
  • Previous experience in NGOs/Donor funded programs;
  • Experience of capacity building and training
  • Very enthusiastic and able to work extra hours to achieve the objectives of the program
  • Diplomatic and an effective communicator at all levels
  • Ability to work in an multicultural environment
  • Good IT skills (Windows, Office package and internet).
  • Fluency in English (verbal and written)
