National Technical Officer – Prisons (Clinical)

GRM International is the managing contractor for the HIV Cooperation Program for Indonesia (HCPI), the largest component of the Australia Indonesia Partnership for HIV.
National Technical Officer – Prisons (Clinical) will work in close collaboration with the Prisons Adviser and other National Technical Officers and either be directly responsible for, or assist the Prisons Adviser, in relation to:
- Liaison, collaboration and coordination with the GOI, UNODC, WHO and other key stakeholders involved in policy and program development related to comprehensive HIV services in the prison setting focusing on eleven Model Prisons and prisoners who inject drugs;
- Provision of technical assistance and support to Correctional Directorate General of the Ministry of Justice and Human Rights (MOJHR), Ministry of Health (MOH), and selected civil society organisations for development of constructive national policies and guidelines related to comprehensive clinical HIV services in prison settings, including clinical referral systems for care, support and treatment (CST) for prisoners with HIV;
- Working with MOJHR to support capacity building and training related to CST for prisoners with HIV, focusing on eleven model prisons in selected provinces (Java, Bali, North Sumatera, East Kalimantan, South Sulawesi, and Riau Island). This will include developing mechanisms and systems so model prisons can support development and strengthening of HIV education and comprehensive services for other prisons in their provinces;
- Assist MOJHR to develop and implement appropriate harm reduction interventions to prevent HIV transmission in prisons, including methadone maintenance therapy and access to condoms;
- Work with other National Technical Officers to provide technical assistance toward sustainability particularly related to government funding for HIV programs in prison settings;
- Provide input to project reports as requested by the Team Leader; and
- Carry out other duties as directed by the Prisons Adviser, Team Leader or their delegate.
Interested candidates for the position should have the following qualifications and experience:
- A medical or nursing degree with experience in clinical services for people with HIV.
- Good general understanding of HIV programming, including harm reduction and sexual health;
- Good knowledge of and experience with the Indonesian health care system;
- Experience in policy development, monitoring and evaluation, national budgeting and planning, and advocacy
- Experience working with both government and non-government sectors;
- Experience in networking, liaison, training, institutional strengthening and monitoring and mentoring and coaching;
- Excellent organisational skills;
- Excellent oral and written communication skills;
- Good computer skills;
- Ability to work in both English and Bahasa Indonesia
