Deputy Chief of Party –Mekong Partnership for the Environment Project
The Institute for Sustainable Communities (ISC) is looking for Deputy Chief of Party candidates to support the development and implementation of a USAID funded Mekong Partnership for the Environment project in the Lower Mekong Region. The project will advance informed multi-stakeholder dialogues in Lower Mekong Initiative partner counties on the anticipated social and environmental costs and benefits of regional development projects. The successful candidate will assist the Chief of Party in overseeing all components of the program, including work with local NGOs and government officials on national and local levels, meeting reporting requirements, and managing agreements. The DCOP will also serve as Acting Chief of Party when the Chief of Party is unavailable. We are especially interested in candidates who have achieved positive program impacts and have demonstrated creative and adaptive program management in challenging environments.
 
Ideal candidates will have senior-level management experience in Southeast Asia, particularly Lower Mekong, related to environment, forests, or regional development. ISC seeks candidates with a proven track record of supporting the design, implementation, and direction of international programs that present innovative approaches to problem solving. 
 
Qualifications:
• A minimum of 10 years professional experience supporting international development programs or projects, with USAID experience;
• A graduate degree in environmental governance, natural resources management, sustainable development, environmental economics, international development, public/business administration, or governance or similar field preferred;
• Extensive senior level professional program management experience in the areas of civil society development, multi-stakeholder engagement and environment;  
• Strong interpersonal and communication skills in English, sound project management experience, and experience working with government institutions, NGOs, private sector, and local communities;
• Knowledge and understanding of theories, concepts and approaches particularly related to good governance, civil society development, advocacy, regional development;
• Proficiency in a local Asian language preferred;
• Knowledge of the political, social, cultural, environmental, and development context of Asia strongly preferred;
• Experience with evidence-based practice in development projects, experience with developing and enhancing technical capacities and skills and experience managing projects across multiple countries 
• Experience with gender mainstreaming preferred
