Monitoring and Evaluation Expert


Africare is seeking a Monitoring and Evaluation Expert for an anticipated five-year, $72 million Resilience and Economic Growth in the Sahel – Enhanced Resilience (REGIS-ER) program is Burkina Faso and Niger. The program is designed to increase the resilience of chronically vulnerable people, households, communities and systems in targeted agro-pastoral and marginal agriculture livelihood zones in Niger and Burkina Faso. The program attempts to achieve this goal through three interwoven objectives: increased and sustainable well-being (income, food access, assets, and adaptive capacity), strengthened institutions and governance and improved nutrition and health. The program is one of three large-scale investments being made under USAID’s larger Resilience and Economic Growth in the Sahel program and is expected to work in tandem (layer, integrate, sequence) with USAID’s current and future programming in the Sahel.
As Monitoring and Evaluation Expert, the successful candidate will be responsible for coordinating and conducting the baseline, impact, and other evaluations, integrating technical and constituent sections while tracking program implementation against the Monitoring and Evaluation Plan (M&E) and effectively communicating program results to a wide variety of stakeholders.
DUTIES AND RESPONSIBILITIES: • Ensure relevance and evidence base of all aspects of program design, and engage in dialogue with Chief of Party, Deputy Chief of Party and technical leads to continually strengthen program impact. • Support the development, installation and management of an evolving database that contributes to effective project implementation. • Develop data collection instruments that capture the required information based on the relevant project indicators and determine the appropriate timeframe for implementation of project evaluations • Ensure high quality data though the implementation of regular Data Quality Assessments (DQAs). • Assist the Chief of Party analyze results achieved compared with objectives expected and identify the appropriate means and methods required at the project level. • Ensure reliance on evidence produced from sector-specific monitoring tools based on relevant indicators to make key decisions. • Design a monitoring strategy consistent with Africare’s systems and guidance, emphasizing knowledge and learning. • Monitor, evaluate and analyze project activities to organize project information, and propose necessary changes and available communication networks • Lead and facilitate the collection of information and lessons learned • Apply and promote the use of participatory documentation techniques that involve project participants and staff in the process • Ensure the program’s sustainability with government partners by developing capacity strengthening systems in the context of monitoring, evaluation, accountability and learning. • Develop and implement robust accountability systems to ensure activities respond to community member needs and that the results obtained are in line with the pre-established indicators and targets. • Facilitate research into resilience and other operational aspects specific to REGIS in coordination with university partners. • Produce high quality required and periodic reports for monitoring and evaluation according to the reporting intervals (monthly, quarterly, half-yearly and annual) ;
QUALIFICATIONS: • Must have demonstrated expertise (relevant education and years of experience), including experience in monitoring large donor funded programs. • A minimum of 7 years monitoring and evaluation experience and a relevant Master’s degree or 10 years management/leadership and a Bachelor’s degree. • Must have proven experience and capabilities in conducting evaluations (impact, baseline, others, etc.) • Demonstrated ability to be collaborative across program components. • Strong ability to communicate effectively (written and oral) with a wide range and level of audience • Minimum fluency level in French (S-3/R-3 FSI level) is also required of key personnel. Ability to speak one of the principal languages spoken in the target area is strongly desired. • Significant, broad and proven expertise in livelihoods development in a developing country context, preferably the Sahel • Demonstrated knowledge of USAID facilitation approach and its application to program implementation, in addition to broader knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project as well as understanding of USAID rules and regulations and mandatory reporting requirements.
