Swaziland Program Director

ICAP at Columbia University is recruiting for a key position in its Swaziland office.
ICAP is one of the world’s largest implementation and technical assistance providers for HIV and related health programs and a global leader in public health. ICAP supports program design and implementation, training and education, and monitoring, evaluation, and research.
ICAP Swaziland supports the Government of the Kingdom of Swaziland’s Ministry of Health (MOH) at national, regional, district, and health facility levels in the scale-up and evaluation of comprehensive HIV prevention, care and treatment programs. ICAP Swaziland also implements clinical and epidemiological research in HIV and related disorders.
Under the supervision of the ICAP Swaziland Country Director, with guidance from ICAP-New York, the Program Director will provide programmatic and technical direction for ICAP-Swaziland, overseeing the work of the clinical and monitoring & evaluation units.
The incumbent will lead ICAP’s activities in implementing effective and high-quality health systems at ICAP-supported facilities and in building health care worker capacity. S/he will also serve as a technical resource to the MOH to support the development and implementation of relevant strategies, policies and tools.
Duties and Responsibilities
  • Lead ICAP’s programmatic and technical work in supporting the MOH in its implementation of high quality HIV care and treatment services by providing strategic oversight, support and supervision to ICAP’s technical teams.
  • Lead the strengthening, development and management of clinical systems related to HIV service decentralization in the three ICAP-supported regions of Swaziland. Such assistance includes review of region-specific workplans, coordinating technical approaches across regions, and liaising with MOH to ensure appropriate alignment of priorities and approaches.
  • Serve as a resource for MOH in the development and revision of clinical policies and protocols, evaluation of programs, and in the development of new and/or expanded programs for the care and treatment of HIV.
  • Lead ICAP technical teams in use of data for monitoring and evaluation and programmatic decision-making.
  • Guide the development of materials related to HIV care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials, and monitoring and evaluation tools.
  • Work closely and in collaboration with other partners to maximize partnership strengths and effectively collaborate to implement program goals.
  • Represent ICAP at key technical meetings with Swaziland MOH, donors (CDC and USAID) and other HIV clinical partner organizations.
  • Liaise with subgrantees to plan, implement and monitor collaborative activities.
  • Act in the Country Director’s stead in her/his absence.
  • Carry out other duties and responsibilities as defined.
Qualifications & Experience
  • MD required. Additional public-health degree (eg, PhD; MPH) desired.
  • 5-10 years of experience with health care delivery or public health program management in developing countries.
  • Minimum of 3 years of clinical experience in HIV care and treatment.
  • Experience in data analysis.
  • Excellent grasp of clinical issues and current literature in HIV treatment.
  • Experience providing clinical training and mentorship.
  • Ability to relate and work well with colleagues.
  • Excellent communication skills.
