CHIEF OF PARTY, AFGHANISTAN LEGISLATIVE BODIES ASSISTANCE PROGRAM



Tetra Tech ARD (http://www.tetratechintdev.com/) is accepting expressions of interest from qualified Chief of Party (COP) candidates for an anticipated USAID-funded multiyear, multimillion dollar parliamentary strengthening project in Afghanistan. The project aims to improve the capacity of parliamentary staff to provide effective legislative support, strengthen public outreach initiatives, provide budget planning assistance, and build linkages between the Parliament’s MPs, NGOs, civil society, and the executive branch.
Required Qualifications: --Advanced degree in political science, public administration, economics, law, or related social science; --10-15 years managerial experience of large and complex international development projects; --Democracy and governance USAID project programming experience; --Strong proven managerial credentials managing large budgets, and staffs, and large numbers of activities, subcontracts, grants; --Arab and/or Muslim world residential experience; --Political acumen; and --Post-conflict country experience.
Preferred Qualifications: --Afghanistan and/or Pakistan experience; --Work experience directly in or related to a national or sub-national deliberative body (national assembly, legislature, provincial council, parliament); and/or -- Proficiency in Dari and Pashto highly desirable.
