Overview of the Position
Under the general supervision of the Chief Engineer Field Engineering Team (FET) and the Afghanistan Country Director, the engineering duties required of the successful Candidate shall include but not be limited to the following:
General Description of Tasks Our client operates to the highest levels of international construction standards while taking account of local constraints and methods of work. The Engineer shall be responsible for ensuring that the project is progressed to an acceptable standard and to the highest quality in accordance with the contracts between our client and the selected construction/consultancy companies. The Engineer will act as the Employer focal point for the design/construction management and oversight of all activities related to the construction of the new facility.
Furthermore the engineer may be tasked with developing other project Strategic Grain Reserve sites within Afghanistan on part of the FET and the Afghanistan Logistics Team.
The following non-exhaustive list of duties shall be considered to be within the remit of the Engineer:
Technical tasks • Supervision of the construction works, programming and co-ordination, acting as the project focal point between FET, CO and the Contractor. • Prepare and/or review designs, drawings and construction contract documentation; • Prepare and review reports, minutes and correspondence in relation to the project as requested; • Attend and organise meetings; • Liaison with the steel structure supervisor; • Liaise with Stakeholders both internal and external to the organisation; • Undertake administrative tasks, maintaining records including site correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records etc. • Provide guidance to contractors, consultants; • Supervise of the construction work, programming and co-ordination; • Liaison with Authorities to obtain necessary authorisation for the implementation of the projects and to ensure co-ordination of activities throughout the project duration; • Assess contractor’s proposals; • Review and evaluation of planned and in progress construction projects; • Establishment and maintenance of project performance monitoring, evaluation and reporting up to project completion; • Prepare reports, including technical appraisals, additional contract documentation, and any other relevant reports as may be required from time to time; • Prepare and manage cash flow programmes, including processing invoices and following payments; • Assist with interpretation of the contract documents. Explain and or reconcile any ambiguities and or discrepancies in the contract documents and apply the various provisions of the contract documents; • Completion of all necessary of quality of the works for the implementation of the works; • Approval of handover documentation including as-builts, material reports and manuals; • Liaise through our client’s logistics team with Afghanistan Ministry of Irrigation and Livestock and others where necessary.
Monetary tasks • Assistance to FET in contractual matters (performance bonds, insurances, claims, advance payment guarantees etc.); • Preparation and management of cash flow programmes, including processing invoices and following payments. • Processing, in consultation with FET, interim and final payments to the contractors. Provide recommendations to FET and/or to the designated Finance Unit in relation to certifying payments on the project and for any additional financial obligations necessary to be entered into in order to complete the construction at project work site; • Preparation, in consultation with FET, of variations to address issues encountered on site or arising from the needs of our client or others. Preparation of all designs, drawings, quantities etc to address the issues for the approval by the CO and FET. Review and approval, in consultation with FET, of proposals on variation orders and implementation schedules prepared by the contractor. Preparation of variations to address programme constraints arising from escalations in the security situation • Assistance in the settlement of the Audits and Enquiries (if any) pertain to the Project. • Preparation of final accounts
Quality • Assess contractor submissions. • Establish and maintain project quality assurance procedures. • Completion of all necessary measurements and control of quality of the works for the implementation of the works. The Engineer in consultation with FET will make all engineering decisions required for the successful and timely implementation of the contracts. • Assurance of the quality of the works during design and construction, continuously inspecting the materials and construction operations with regard to workmanship and compliance with the specifications/local requirements. Carrying out independent testing in the field and/or in a laboratory in order to approve or disapprove and certify the works that conform to the contract. Maintenance of permanent records of results of all the tests made. • Provision of notice to the contractors of any defects and deficiencies, and issue instructions for the removal and substitution of the improper works, where provided under the contract. • If required and in consultation with FET, order suspension of the work(s) and/or recommend to FET other recourse available under the relevant contract. • Approval of contractor personnel and sub-contractors
Health & Safety • Ensure that the contractors abide by the internationally recognised standards of health and safety for the works, adjacent properties, all site personnel and the general public. • Notification to AFG CO and FET of any serious breaches to health and safety rules on the project. • Reporting of all health & safety incidents and accidents in weekly progress reports.
Project Development Furthermore the engineer may be tasked with developing other project Strategic Grain Reserve sites within Afghanistan on part of the FET and the Afghanistan Logistics Team. Inclusive of the above tasks at each site the following tasks shall be the responsibility of the engineer: • Liaison with all stakeholders to establish project requirements • Working with our client’s procurement to develop shortlists of competent designers and contractors. • With the assistance of our client’s Human Resources establish terms of reference for team members, prepare and advertise the positions, interview potential candidates and report back to the Project Manager and FET on suitably qualified candidates. • Develop procurement strategy for each or the sites. • With the support of the FET, the preparation of detailed tender packages for surveyors, designers, specialists and contractors. • Management of technical aspects of the procurement process of all engineering projects through all stages including evaluation and award. • Preparation of reports, including technical appraisals, contract documentation, reviews on the contractor's proposals and any other relevant reports as may be required from time to time. • Review, evaluation and approval of the planned construction methodologies by contractors. • Establishment and maintenance of project performance monitoring, evaluation and reporting up to project completion. • Establishment of a comprehensive system for maintaining records including correspondence, survey data, inspection records, test data, site diaries, records of meetings, financial records, progress records etc. • Preparation and issuance of a monthly progress report in a format and content of which is acceptable to the Project Manager and FET. • Issuance of project completion reports, full report on final completion. • Any other tasks as instructed by the Chief Engineer (FET) or the Project Manager.
Essential Experience Desirable Qualifications/Experience • University Degree in Civil Engineering. • 5 years relevant civil engineering experience. • Qualification / experience in health and safety. • Experience of working in difficult security environments. • Experience of working with steel structures. • Knowledge of Public Procurement procedures. • Experience of working in the Humanitarian Community. Desirable Software Skills • Computer literate. • Microsoft Project. • Microsoft office including (MS Word and Excel). • AutoCAD.
Languages • Fluency in English. • Working Knowledge Dari and Pashtu beneficial but not essential.
