Grant Manager - Lebanon


DRC is an International non-governmental organisation, which provides protection and promotes durable solutions to refugees and displacement affected populations over the world. In Lebanon specifically, DRC started operations in 2004 with a focus on protection of Palestinian refugees that was then extended to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years with the objective to build the capacity of local NGOs.
BACKGROUND
Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. The DRC response is designed around 4 major sectors: Food/NFI distribution, Protection, Shelter and Livelihood support. As such, DRC is positioned in Lebanon as the main implementing partner of UNHCR, WFP, ECHO and DANIDA, implying a rapid expansion of its programme and structure.
To cope with the increasing refugee caseload (300,000 refugees expected by mid-2013) and its multi-sector intervention, DRC is constantly expanding its capacity. In particular, DRC needs to reinforce its reporting and proposal writing capacity.
Therefore, DRC Lebanon is looking for a Grant Manager whose responsibilities are outlined below:
DUTIES AND RESPONSIBILITIES
The GM has the overall responsibility for the management of grants composing the DRC programme in Lebanon.
A. INTERNAL RELATIONS
The GM supervises a team of reporting officers located in the different areas of operations and works in close coordination with data base team, the field managers and sector coordinators.
B. EXTERNAL RELATIONS
The GM has frequent contacts with representatives of donors involved in information management (specifically UNHCR, BPRM, ECHO).
C. INFORMATION MANAGEMENT AND COMMUNICATION
• Develop tools/formats for collecting the information required for the internal and external reports,
• Coordinate with the data management team ; analyse information collected and draft reports in cooperation with the field managers and/or sector coordinators,
• Participate to the drafting / editing of the assessment / survey / monitoring reports,
• Develop the Lebanon weekly and monthly internal reporting system, including national achievements and challenges,
• Provide the material of the DRC Lebanon communication and visibility tools, including monthly fact-sheet, annual report, flyers…
• Provide updated inputs for the DRC MENA communication tools (like the regional 2-pager…),
• Liaise with the DRC HQ PI Department and provide it with communication material (stories, pictures, internal reports…),
• Oversee Lebanon-related articles submitted by medias at national, regional or HQ level and coordinate their editing with the Copenhagen-based journalists and the country director
D. GRANT MANAGEMENT
• Prepare and update the DRC Lebanon Reporting Plan,
• Guarantee DRC compliance with donors’ reporting guidelines,
• Manage all external reporting requirements of the organization on weekly, monthly, quarterly or semester basis,
• Ensure high-quality, well-written and timely reports meeting donor requirements, with support from the program advisors, area managers/ project managers and database personnel,
• Ensure that draft reports are disseminated for review and feedback by senior management team, relevant technical advisers, and HQ staff prior to submitting the report to donor,
• Ensure quality information management from the source with data controlling by the field reporting officers,
• Act as focal point for the DRC Grant Management System (GMS),
• Write/coordinate/edit concept notes and proposals, as needed
E. ACCOUNTABILITY
• Ensure that the Grant Management is compliant with DRC accountability principles.
Any other duties as agreed with the DRC Head of Emergency Programme / Country Director.
QUALIFICATIONS
• Bachelor’s degree in international relations or other relevant field, masters preferred,
• 3 to 5 years of INGO field experience in a similar position: grants management, proposal development (program narratives and budgets) and donor reporting,
• Knowledge of UN (UNHCR/ UNICEF/WFP), US (USAID/BPRM), and ECHO donor regulations, procedures and requirements,
• Proven ability to develop winning proposals to public and private-sector donors,
• Excellent written and spoken English essential,
• Excellent organizational skills, ability to determine priorities and attention to detail a must,
• Ability to work in a multicultural context as a flexible and respectful team player,
• Willingness to travel to the field as and when needed,
• High-level of knowledge and practice with Word, Excel, Outlook, etc. required,
• Work in a multi-sectoral / multicultural team- patience, cultural sensitivity and application of contextual understanding in daily work,
• Ability to work with tight deadlines for proposal development/ information needs.

Contract: 6 months renewable upon performance and funding,
