Monitoring and Evaluation (M&E) Advisor for a United States Agency for International Development (USAID)-funded project

IRC has been active in Pakistan since 1980, mobilizing and empowering Afghan refugees and earthquake-affected Pakistani communities to take a proactive role in the provision and development of essential services. Today, IRC Pakistan works in partnership with local government and non-governmental organizations to manage and deliver large, complex programs to meet needs and support community building in a variety of sectors, including education, water and sanitation, reproductive health, women’s and children’s protection and empowerment, food security, and economic recovery and development.
IRC is seeking a Monitoring and Evaluation (M&E) Advisor for a United States Agency for International Development (USAID)-funded project to support Pakistani-led efforts to introduce and institutionalize improvements in reading instruction and reading assessment in grades one through five in public and private schools throughout Pakistan. The M&E Advisor will be responsible for the overall monitoring and evaluation of the proposed project. This position will report to Chief of Party. This position is contingent on IRC being awarded funding and is anticipated to begin in April 2013.
Job Responsibilities: • Ensure that the project has well-defined results that are defined in the Performance Management Plan (PMP); can reasonably measure progress towards achieving those results for management purposes during the life of the project; and can measure outcomes for evaluation and program learning; • Liaise with USAID and USAID’s independent contractors on the design, implementation, and analysis of nationwide Early Grade Reading Assessments (EGRAs) and on baseline, mid-line, and endline project evaluations; • Facilitate and provide leadership to ensure effective design, review and implementation of the project’s PMP including the following steps taken in close consultation with the Deputy Chief of Party for Programs: o Design and oversee implementation of strategies and methodologies for accurately collecting, recording, compiling and analyzing data so as to report progress towards project objectives; o Ensure that data are recorded and stored effectively so as to be usefully retrievable and reportable on a regular and frequent basis. • Support regional offices to design and implement essential process indicators and the means to track progress against these indicators, including user-friendly tracking formats and systems for recording, compiling, storing processing and reporting information; • Ensure efficient systems in place for program staff to collect and compile relevant and concise information for routine project reports and special reports as required; • In coordination with project management staff, prepare consolidated reports including concise narratives and relevant tables and/or graphs that capture progress against indicators and provide donors with accurate and user-friendly information; • In collaboration with the Director of Communications and Outreach and the Research Advisor, support project management in contributing to organizational, donor, national and global learning based on measurable project successes; • Ensure robust, country-wide consistent M&E systems are in place; • Supervise the M&E team at the Islamabad level and provide technical support to M&E teams in regional offices; • Contribute to capacity building of project staff in terms of being results-oriented and better equipped to achieve, measure and report meaningful results. Requirements: • Post-graduate degree in education, including relevant courses in data management and analysis; and reporting/presenting skills; • Minimum of 7 years of experience, with demonstrated results managing monitoring, evaluation and evidence-based program development; • Experience of having coordinated project evaluations on a large scale; • Technical skills in monitoring and evaluation including experience with EGRAs; • Strong skills with computer software programs that enable efficient and effective data collection, storage, analysis and graphic representation of results; • Planning and organizational skills that ensure efficient and effective implementation of M&E and project learning; • Excellent teamwork including abilities to coordinate well with diverse individuals and teams and to negotiate effectively with colleagues and stakeholders to achieve results; • Previous experience working in USAID-funded programs preferred; • Strong communication skills, both oral and written; • Fluency in English and Urdu is required.
