PROGRAM DIRECTOR PHNOM PENH, CAMBODIA


GERES - Groupe Energies Renouvelables, Environnement et Solidarités - is a French non-profit NGO created in 1976 after the first Oil Shock.
Environmental conservation, climate change mitigation and adaptation, reducing energy poverty, and improving livelihood of the poor are the main focus areas for GERES. GERES teams are particularly involved in the implementation - in partnership with the communities and local stakeholders - of engineering solutions for development.
Today, 200 staff members work on 50 innovative and sustainable development projects in France and 12 developing countries. GERES continues its structuring with the creation of 4 regional divisions: West Africa (existing), South East Asia (existing), Himalayas & Central Asia (setting up) and Euro-Mediterranean (project).
In Cambodia
Since 1994, GERES has been working in Cambodia to develop energy¬ efficient solutions designed to conserve the environment and improve the living conditions of the Cambodian population.
The 80¬ strong GERES Cambodia (GKH) team works on two thematic areas: 1) Improved Cook Stove and Biomass Energy Technology and 2) Integrated Sustainable Biomass Supply (Forestry, Agroforestry and sustainable biomass supply practices). Strongly integrated in our work is Climate Change mitigation and adaptation, reducing greenhouse gas emissions, land degradation and carbon and energy audits, as well as research projects and studies on social and environmental topics. Between 2006 and 2010, GERES Cambodia underwent exponential growth both in business and human resources. With an annual budget of around US$2M in 2011, GERES Cambodia is lucky enough to have had core funds from Carbon Credits generated under its Improved Cookstove project, but is gradually moving to a more donor oriented funding base.
GERES Cambodia is working with various partners, national and international NGOs, private sector and several ministries.
  1. Purposes The Program Director works under the supervision of the country Director and is part of GERES Cambodia Core Management. (S)he is responsible for ensuring delivery of GKH strategy on biomass energy supply and demand, specifically the alignment of projects and implementation objectives against donor requirements. The Program Director monitors deliverables and results achievements, controls their quality and contributes to designing future projects.
  2. Main Responsibilities As the responsible for Program activities, covering implementation of full scale projects for the GKH office, (s)he manages a team of project managers and oversees the portfolio of projects under full scale implementation. The projects cover notably the areas of bioenergy, forestry, agriculture and agroforestry, improved cookstoves and small scale agri-industrial production processes using biomass energy technology. (S)he is responsible for maintaining partnerships and donor relations related to these projects.
The Program Director is part of GKH core management team, alongside the Development Director and the Operations Director.
The Program Director works closely with the Development Director to improve GKH’s quality of intervention, to elaborate project development and expertise requirements, to identify opportunities for technical and methodological innovation, and to mainstream these innovations into full-scale Program activities when relevant.
The Program Director works closely with the Operations Director to ensure smooth monitoring, reporting and auditing of projects.
  1. DUTIES AND OBJECTIVES
The Program Director is responsible for the following activities:
Set up strategy on biomass energy supply and demand  (S)he defines strategic actions/ direction of Program and projects in line with GKH long-term strategic goals  (S)he ensures alignment of projects and implementation objectives against donor requirements  (S)he revises periodically (minimum annually) the overall strategy according to the changes in context and project achievements
Support and follow-up project outputs  (S)he manages existing projects in the Program portfolio, and develop new projects coming from Development Team in line with agreed strategy and to contribute to expected outcomes  (S)he ensures and support Project Managers in delivery of outputs, to quality standard within time and budget, in accordance with the Program Plan and with donor requirements  (S)he supports Project Managers in project operational management and in anticipating and resolving issues (by analysis, management and initiation of corrective actions)
Build staff capacity within the program team  (S)he Identifies core competencies required for project delivery and opportunities to fill any gaps  (S)he initiates staff innovations and learning activities, collaborating to define appropriate areas of research/learning and making sure they have time to carry this out and that an opportunity is created for its sharing  (S)he builds, manage, and motivate Project Managers in the Program team
Ensure Programs finance follow-up  (S)he sets yearly budgets (in cooperation with Project managers)  (S)he follows up quarterly project budget requests, budget reconciliations  (S)he ensures internal rules and regulations, as well as donor requirements are met in financial procedures and reporting and resolves these with the Operations Director where necessary
Networking and Fundraising  (S)he maintains networks and identifies strategic partnerships with donors, project partners, regional and local NGO’s government  (S)he represents GERES at workshops, seminars, and program related meetings; opens up funding/partnership opportunities  (S)he works in close collaboration with the development Director to formalise strategic partnerships  (S)he assists GERES-KH fundraiser in fundraising activities: technical input to concept notes, proposals and expressions of interest
  1. QUALIFICATIONS Experience  At least 5 years in the international development sector (preferably SE Asia) at progressively more senior management positions  Experience of both environmental and energy focussed projects  Experience of research and development and related good practice  Experience in both Fundraising and Knowledge Management  Experience of expert management
Education & Training  Masters degree in a Environmental sciences, Forestry, Agriculture, Engineering, renewable energy or similar scientific field an asset  Degree in Environmental related field  Project Cycle Management and Research skills training  Participatory related research, monitoring and evaluation
Skills  Proficient in Project Cycle Management, in Logical Framework Development and Analysis  Proactive research skills  Proficient professional English, with excellent writing and editorial qualities  Excellent interpersonal skills, ability to establish contact with people from different background and cultures  Able to operate independently (initiative, research skills, networking)  Team player with capacity to work in a multicultural environment  Proficient in working with Microsoft Office (including Word, Excel and PowerPoint), and other software including graphics, internet and GIS (ArcMap)

Conditions  Status: CDDU or CDI (French expatriate contract) or local contract  Duration: 24 Months minimum  Start date: January 2013  Gross month salary: 2000€ to 2800 € according to GERES’ salary grid  Housing Allowance: $300 per month paid locally  Other Benefits for expatriate contracts: health, retirement and unemployment insurances (cost is shared between GERES and the employee), paid repatriation insurance; yearly round-trip home country-Cambodia  Location: Phnom Penh with frequent travel national and international (sub-region)
