Strategic Planning and Communications Specialist

Scope of Work This consultant will serve as a key advisor to the Country Director in undertaking strategic planning with programme staff to hone Annual Workplans and associated strategic documents for 2013, ultimately developing a comprehensive and synthesized workplan (an integrated operational plan) for the Cambodia Country Office, which reflects the activities across all programme areas. The consultant will be responsible for assisting the Cambodia Country in shaping strategic communications to reflect and advance UN Women’s mission and impact in Cambodia, with the aim of producing high quality materials that reflect coherence and a strengthened positioning of UN Women in Cambodia. Such materials will be developed for internal and external use, respectively targeting key audiences, and will support strategic partnerships for acceleration in resource mobilization. The consultant will additionally be required to take on an advisory role for the Women’s Economic Empowerment/Migration Team within UN Women-Cambodia, providing guidance on strategic planning and implementation and to ensure the delivery of high level activities and outputs.
Qualifications and Experience
 Post-graduate degree (or equivalent) in gender & development, economics, law or relevant field;
 At least 7 years professional experience in development, communications, law or relevant field;
 At least 3 years professional experience working in human rights and/or development in Cambodia, in particular in gender related field;
 Proven experience working in the field of women’s economic empowerment and migration in Cambodia;
 Sound and practical experience in strategic planning and operational planning;
 Experience of identifying and communicating strategic entry points for the advancement of organizational, corporate and development goals;
 Experience of developing sectoral and programme-based knowledge products;
 Proven research and analytical skills;
 Experience drafting funding proposals;
 Solid experience in coordination with government and NGOs in Cambodia;
 Proven experience in capacity development, coaching and mentoring;
 Very strong facilitation skills and interpersonal skills;
 Proven ability to work within limited time constraints in the preparation of high quality documents;
 Familiarity with the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and human rights frameworks;
 Experience with UN Women procurement procedures would be a strong asset;
 Local knowledge and understanding of cultural and socio political conditions affecting women in Cambodia;
 Fluency in English (Both oral and written)
 Basic Khmer.
