Consultant on Ending Violence Against Women

Scope of Work
The consultant will work under the supervision of the UN Women Cambodia Country Director, and in close consultation with the EVAW team in the CCO. The consultant will be required to work closely with MOWA and other relevant stakeholders to support greater coordination. The specific tasks of the international consultant will include:
 Provide technical backstopping to the EVAW National Progrmame Officer for effective implementation of LOAs, PCAs and other contractual agreements
 Provide strategic advice to the EVAW National Progrmame Officer on the management of relationships and communications with current donors and development partners
 Draft programme funding proposals for available funding opportunities
 Coordinate inputs and draft the report for “Cambodia National Action Plan to End Violence against Women” project
 Coordinate preparations for a national workshop on costing for VAW, and liase with UN Women regional office to coordinate preparations for a regional workshop also on costing designed as a learning opportunity for key stakeholders at the national and regional level. The consultant will be required to produce a high quality report for both workshops
 Lead and coordinate preparations for a strategic mission for the planning phase of a VAW prevalence study
 Facilitate the sharing of information between different EVAW and gender coordination mechanisms supported by UN Women, including preparing and making presentations and documenting progress towards linking mechanisms
 Coordinate with strategic partners to facilitate the effective operational running of key coordination mechanisms
 Draft a strategic work plan on EVAW from 2013-2017 and its narrative description which clearly demonstrates a roadmap of EVAW for UN Women Cambodia
 Participate in other relevant events where invited by government and NGOs
 Facilitate trainings/workshop in the area of UN Women’s’ expertise
Recruitment Qualifications
 Demonstrates integrity by modelling the UN values and ethical standards
 Promotes the vision, mission and strategic goals of UN Women
 Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
 Treats people fairly and without favouritism
 Good analytical and technical skills
 High level of self-management capacity and proactive self-drive under low supervision
 Experience in working with colleagues and counterparts of different nationalities and religions in challenging operational conditions
 Knowledge of gender based violence
 Knowledge of results-based management (RBM) principles and human rights-based approaches
 Local knowledge and understanding of cultural and socio‐political conditions affecting women in Cambodia
Minimum Requirement
 Master’s degree in gender, development studies, international relations, or other related disciplines
 A minimum of two year’s experience of working with donors and grant giving bodies
 Experience of coordinating with UN and development partners, preferably in Cambodia
 Experience of working on violence against women, preferably in Cambodia
 Experience of coordinating events
 Experience of preparing donor reports
 Experience of conducting project monitoring
 Experience of working with EVAW and gender coordination mechanisms in Cambodia would be a strong asset
 Experience of UN Women procurement processes would be a strong asset
 Fluency in English (Both oral and written)
