Standard Chartered Bank Credit Risk Approver (Shanghai)


Job Description

• Optimization of economic capital to create sustainable value in WB business by crafting and agreeing risk appetite that helps to achieve a desired risk profile from which we can secure relatively better returns than our competition over the longer term.
• To ensure that the quality of the FI credit portfolio of Wholesale Banking in FI Risk is maintained within acceptable parameters, as defined by WB credit policy and country underwriting standards and that the reporting of information relating to that portfolio is timely and accurate.
• To instil a strong credit culture by setting the highest standards and demanding that these are maintained by all Business teams in country.
• Proactive management of the portfolio credit risk profile within agreed risk appetite. Reducing P&L volatility by running a largely “surprise free” and well managed WB book.
• To be the contact point on country credit risk matters for local country regulators and external auditors, etc. 

Key Roles & Responsibilities 

• Ensuring that the quality of Credit Applications (BCAs) meets Group standards, particularly with regards to the completeness and depth of risk analysis.
• Approving BCAs / breaches falling within own discretion and support of applications that require approval outside the territory, where appropriate.
• Formulating and obtaining approval of Local Underwriting Standards which is supportive (from credit risk perspective) of the business strategy of various segments.
• Monitoring compliance with credit policy and country underwriting standards and reviewing any divergence to ensure credit quality targets are achieved.
• Ensure Early Alert Review (EAR) process is adhered to and participate in the monthly EAR discussions. Assisting relationship managers in identification and managing up or out of accounts exhibiting signs of deterioration and assist Group Special Assets Management, where appropriate, in managing criticized accounts to maximise recoveries and minimise losses.
• Maximizing Economic Revenue through effective management of the risk/reward relationships.
• Ensure effective implementation of Group Policies / Circulars / Procedures.
• Actively engage all stakeholders (eg. Business partners) to raise their awareness of credit issues and how these are managed by the Credit Risk function. 

Qualifications & Skills 

• Degree holder (at least), preferably majoring in Finance &/or Accounting.
• 5+ years relevant working experience with solid financial analytical knowledge in China.
• Good command of both spoken and written Chinese & English.
• Able to work independently, under pressure and meet tight timeline.

Senior Credit Manager, Commodities & Trade Finance (Shanghai)


Job Description

• Approver required within the Risk function, specialising in Commodity Risk transactions 
• To ensure that the quality of the Wholesale Banking credit portfolio of Commodity & Trade Finance clients in China is maintained within acceptable parameters, as defined by VVB credit policy and country portfolio standards (CPS), and that the reporting of information relating to that portfolio is timely and accurate.

Key Roles & Responsibilities 

• Credit Process 
• Ensuring that the quality of Limit Applications (BCAs) meet Group standards, particularly with regard to the completeness and depth of risk analysis. 
• Approving BCAs falling within own discretion and support of applications that require approval outside the territory, where appropriate. 
• Approving breaches of CTF Underwriting Standards / Product Program to the extent permitted by WB Credit Policy / Product Program. 
• Provide oversight of BCAs approved by credit managers whom the SCO CTF has delegated credit approving authority to. 
• Undertake regular client visits to keep abreast of developments of clients and local market 
• Monitor past dues and excess reports on a daily basis, and make recommendation where appropriate to RMs / SCO to rectify these irregularities and to minimise losses 
• Provide advice and guidance to business units on credit-related issues 
• Participate in CCIF/EAR meetings to review credit-related issues 
• Assist RMs in identifying accounts showing signs of deterioration and assisting GSAM, where appropriate, in managing substandard accounts to maximise recoveries and minimise losses. 

• Credit Policy 
• Assist in formulating and obtaining approval of Local Underwriting Standards / Country Addendum which is supportive of the global trade products or specialised business strategy. 
• Escalate requirements and recommend changes to Group Policy which does not meet with the local business 

Qualifications & Skills 

• Prior Credit approval experienced preferred 
• If not Credit approval experience, then prior experience in a Credit Analysis role 
• Experience in banking in China, preferably including assessment of local risk 
• Excellent knowledge of trade finance, with regard to products, policies & risk issues 
• Good knowledge of OCC/WB policies & procedures 
• CSA & CCC to be passed within one year of starting role 
• Prior Credit approval experienced preferred 
• If not Credit approval experience, then prior experience in a Credit Analysis role

Risk Manager (Shanghai)

This role manages the consumer unsecure lending Credit Risk, including business planning, credit policy creation and system implementation. 

Key Roles & Responsibilities 

Evaluate the risk and reward for unsecured lending products and provide a balanced view to management team. 
Build and maintain the credit infrastructures and systems, timely and accurately implement credit policies and processes into the system.
Develop country credit policy that is adhering to the Group credit policy standards while customize for country credit environment and practices. 
Introduce and validate acquisition and account management decision matrix or credit scorecards via works with internal resources (both at the group and local level) and outside vendors (e.g. Credit bureau.) 
Work with underwriting, fraud and authorization and collection teams to design and implement effective credit management processes that is controls credit risk effectively, with high efficiency and scalable. 
Design and report KPIs across all credit cycle in order to measure effectiveness of processes and policies of the product. 

Qualifications & Skills 

Bachelor &/or Master Degree, preferably in Mathematics, Statistics, Finance, or Computer Science. Professional qualification is a strong plus. 
Thorough understanding of Bank operations, credit policies, familiar with regulatory and compliance requirements.
Analytical skills in both numerical and non numerical matter. SAS skill is a strong plus.
Hard working, enthusiastic, and can work both independently and through teamwork. 
Has a good command of written/spoken English and Mandarin 
Good PC skills, in particular MS Word / Excel / PowerPoint. VBA skill is a strong plus.

Qualifications & Skills 

•8+ years IT and project management experience as a senior technology professional, preference in banking industry 
•Strong knowledge of portfolio and project management to manage the delivery of complex IT systems, related infrastructure and business change initiatives 
•Prior experience in servicing the information technology needs of payments systems - strongly preferred
•Strong business acumen to understand business impact and risks in the Banking environment.

Basel II Implementation Manager (Shanghai)

To assist senior manager/director for managing the successful implementation of Basel II and III in China in line with Group standards and “New Capital Accord” guidelines issued by local regulators in China, which are multi- disciplined and cover Wholesale Bank, Consumer Bank and Trading Book in China.
