CARE USA DEPUTY CHIEF OF PARTY


CARE is seeking an experienced Deputy Chief of Party (DCOP) to be responsible for the technical oversight of the project. Specifically the DCOP will assist the COP with the coordination and execution of deliverables to USAID, support coordination efforts with local and government partners and consortium members, facilitate the transfer of skills to program staff and partners and guides synergy and exchange with other USAID projects and relevant partners and stakeholders. S/he will supervise AKSE technical program personnel and monitor performance and beneficiary satisfaction through field visits. S/he will assist the COP with operational matters, as needed.

S/he will directly supervise the Institutional Strengthening Manager, the Protection Manager and the M&E Manager and ensure the management and review of the performance of all program staff.

Ideally the DCOP will be an experienced professional with a strong background in the fields of human rights, law, advocacy, protection and other fields addressed by the AKSE project.

Required
  • Masters Degree in Social Sciences (international development, social work or public policy
  • 6-10 years experience in project management with an international agency programs that work with human rights and protection of vulnerable groups
  • Previous experience with USAID funded grants and familiarity with USAID Rules and Regulations
  • Ability to work in a diverse team environment with national and international staff
  • Demonstrates knowledge through training or practical experience on the key debates in child protection, gender based violence, and women empowerment
  • Knowledge of Haiti; the geopolitical factors affecting child-poverty in the country and the political, social and environmental opportunities for change is an advantage
  • Knowledge of project data quality control
  • Knowledge of programming for development
  • Familiarity with gender and child protection issues in developing country context
  • Experience working with government institutions
  • Demonstrated experience in data collection and analysis
  • Demonstrated experience in use of information and communication technologies including statistical packages
  • Proven skills in the development and management of effective and motivated teams, including distance management
  • Effective working with and through partners
  • Demonstrated experience in conflict management and coaching
  • Proven analytical skills in isolating priorities and tackling them
  • All aspects of team management in complex environments
  • Demonstrated mentorship skills
  • Strong analytical and presentation skills
  • Strong communication and interpersonal skills, and the ability to develop excellent relations with Haitian counterparts
  • Familiarity with Microsoft applications, including word, excel and outlook
  • Fluent in French and English (spoken and written)
Desired
  • PhD
  • Worked abroad within a developing country context
  • At least 3 years experience providing programmatic support within a development context
  • Proficiency in Haitian Creole
