Economist, Survey Unit, Pakistan, Islamabad, Pakistan


Project/Proposal Summary:
In June 2011, MSI was awarded the Monitoring and Evaluation Project (MEP). On MEP, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.
Position Summary:
The Economist works in the Survey Unit within MEP that helps the Monitoring and Evaluation Units in procurement and technical matters. Reporting to the Director of the Survey Unit, s/he will apply their specialized knowledge of economics (theory and methods) to the units’ research endeavors. S/he will participate in research design, fieldwork, data analysis and report writing, particularly where advanced methods in statistical analysis and knowledge of present economic trends, theory and approaches are required. S/he will advise evaluation teams on the implications of findings, conclusions and recommendations.

Responsibilities: • Participating in research design especially as pertains to: o devising various sampling techniques that may be used to conduct different types of surveys; o methods and procedures for data collection; • Creating and applying various econometric modeling techniques; • Data Analysis; • Explaining research methodology and justifying conclusions drawn from research data; • Providing economic advice to evaluation teams; • Evaluating past and present economic issues and trends; • Writing various technical and non-technical reports; • Conducting oral and visual presentations, which non-economist audiences must be able to understand thoroughly in order to inform decisions; • Manage and participate in the Evaluation Unit’s project activities; • Participate in the procurement and supervision of specialized sub-contractors’ services in the design and implementation of surveys; • Coordinate and obtain inputs from the Monitoring and Evaluation Units and prepare the work plan and budget of the Survey Unit under the supervision of its Director; • Perform other duties as assigned by the management;
Qualifications: • Master’s degree in economics or public policy with strong emphasis on quantitative methods • 6 years’ experience in the field of development, including at least 4 years in socio-economic research and/or surveys • Superior analytical and writing skills, as evidenced by at least one report or note • Demonstrated ability to design and implement sample surveys • Superior knowledge of quantitative methods, as evidenced by academic training or professional reports • Should be good in MS Word, Excel, PowerPoint and statistical packages, preferably STATA and/or SPSS
