JOB SUMMARY:
The Grants Administrator is responsible for the financial implementation of a portfolio of program grants and contracts in compliance with both donor and Right To Play policies and procedures. This position will provide guidance to the International Programs team in the areas of program and proposal budget development and financial reporting. The Grants Administrator should also have a good understanding of the nature of institutional grant funding in the International Development sector and the general terms, conditions and contractual obligations this entails. This position will serve as a technical resource for Right To Play staff in both the interpretation of and cross-organizational communication of donor rules and regulations.
The Grants Administrator reports to the Director, Program Operations and the position is located at the International Headquarters in Toronto, Canada.
PRIMARY RESPONSIBILITIES: Job Responsibility #1: GRANT AND CONTRACT ADMINISTRATION (25% of Time): • Review draft contracts and provide advice. Support negotiations with donors. • Provide leadership and guidance to ensure donor contract requirements are fully understood and met. For large and complex grants, conduct briefings for relevant staff across the organization. • Monitor project management and implementation and development of grant related MoUs and consulting contracts. • Maintain information on sub-contracts with partners. • Maintain grant and contract information, correspondence and files, both electronic and hard copy.
Job Responsibility #2: FINANCIAL MONITORING AND REPORTING (30% of Time): • Design, generate and analyze budget, actual, donor and financial management reports. • Provide and follow-up on program financial analysis and recommendations on spending rates, over and under-spending and pattern of expenditure. • Prepare financial reports for donors with narratives, explaining any variances to project budgets. • Coordinate closely with the program team and the finance team to contribute to the annual revenue recognition and audit process.

Job Responsibility #3: PROGRAM BUDGET DEVELOPMENT AND TECHNICAL SUPPORT (25% of Time): • Contribute to the development of new project budgets, notes and narratives for funding proposals. Participate in proposal development teams for major grants.
• Provide technical guidance on budget development for new grant proposals. • Ensure that proposal budget aligns with donor requirements / Right To Play reporting capacity. • Assist with the annual Right To Play budget development and upload process. Coordinate timely submission of budgets from assigned regions/countries. • Work with program team to ensure Right To Play activity based budgets are aligned with approved grant budgets. • Notify program team of any significant budget changes that require donor approval and recommend communication. • Submit revised budgets to the finance team. • Maintain accurate and accessible records of uploaded budget for assigned regions/countries.

Job Responsibility #4: CAPACITY BUILDING OF INTERNATIONAL PROGRAMS STAFF ON GRANT COMPLIANCE AND FINANCIAL REPORTING (20% of Time): • Provide ongoing technical assistance, training and other support with respect to donor financial and administrative policies and procedures; contract negotiation, management and compliance; budget development and financial reporting • Contribute to the development of Right To Play policies and procedures, systems, training materials and other standards in the areas of: Finance – budgeting and accounting; Operations – procurement, timesheets; Financial Management and reporting; Contract Management; Restricted and Program Funding systems EDUCATION/TRAINING/CERTIFICATION: Required (must have): Undergraduate or Masters Degree in Accounting, Business, Management, Finance or related field with strong experience. Desired (asset): Accounting designation (CMA, CA or related experience and qualifications)
EXPERIENCE Required (must have): • 5 to 7 years grant management or co-funding experience in the international development context • Direct experience with government international development agencies such as USAID, CIDA, Norad or other European agencies • Experience in budgeting and financial management, contract analysis and building tracking systems
Desired (asset): • Fundraising or business development
IT KNOWLEDGE/SKILLS REQUIRED: Required (must have):
• Strong analytical skills • Superior understanding of financial relationships and trends • Team player; good interpersonal skills and cross-cultural communication • Strong results orientation; organized, strong at multi-tasking • Strong Microsoft Office skills, especially Excel • Strong Accounting Package skills, preferably ACCPAC • Financial analysis and management; Budgeting; Financial reporting • Excellent oral and written communication in English. Ability to work in a second language such as French or Arabic is an asset. • Co-funding and grants management
