CARE is seeking a talented Proposal Development Coordinator (PDC) within the Competitive Bids Unit (CBU). The PDC plays a key role in assisting in the development of proposals, primarily to the US Government. This individual will be responsible for coordinating CBU's support to CARE Country Offices responding to USG bids, as assigned; liaising with partners; helping conceptualize the CARE role in potential projects; reviewing draft proposals; leading proposal development efforts, as assigned, and on occasion being deployed to the field to write proposals.
Primary Responsibilities
- Oversees, coordinates and is ultimately responsible for the preparation, writing, editing, review, management, and timely submission of technical proposals and other CBU required materials
- Coordinates advanced preparations for upcoming opportunities through AIMS including intelligence gathering, recruitment, workshop design & prep, and technical development
- Initially assesses CARE's ability to effectively compete, and factors required to assure a successful bid (in the case were we move forward to a bid)
- Sets priorities, delegates responsibilities and establishes deadlines, documents timetable, and reports on same to the Director
- Identifies potential partners, and plays a lead role in the negotiation of teaming agreements
- Develops agenda for strategy meetings, including development of "win themes" for each proposal, as appropriate'
- Leads and provides guidance to the proposal team on proposal content, strategy, staffing, partners and budgeting; and develops a timeline to accomplish said tasks
- Spearheads the recruitment efforts by providing accurate and timely information regarding job descriptions and profiles required for proposal writing, key positions and consultant jobs
- Drafts, edits, reviews, and provides guidance to COs regarding proposal strategies, technical content and budgets, etc.
- Documents best practices and fosters training to improve a successful proposal outcome
- Deploys as necessary to act as Technical Team Leader for a particular response or coordinate the proposal preparation
- Develops technical guidance documents to capture knowledge and learning from proposals on gender integration
- Researches, writes, and regularly updates and maintains CARE capacity/past performance sections for use in proposals and in representing CARE to partner organizations or donors
- Assists program development officer in the development and maintenance of appropriate systems to facilitate CARE's response to RFP/A's
- Coordinates with other CARE International members in collecting the most current information about CARE's work worldwide
- Manages the unit's interns
Required Skills
- Bachelor's Degree or higher in development studies or field that emphasizes critical writing and thinking skills
- At least two years of experience in proposal development (in at least a part-time capacity)
- At least two years of overseas experience in program management or design
- US citizenship or applicant must hold authorization to work in the US
- Excellent writing skills with special emphasis on clear, persuasive language
- Strong editing skills
- Knowledge of US government proposal requirements
- Ability to work under tight deadlines
Desired Skills
- Master’s degree in a related field
- At least five years of experience in program development or program design
- Facilitation and training skills
- Foreign language capabilities
- Familiarity with CARE and partner organizations
