Interim Surgical Logistics Manager

Department This role is part of the emergency section. The role will form the first part of Merlin’s Surgical Hospital Team. The Surgical Hospital Team will respond to events globally that require the immediate deployment of a self contained surgical field hospital, such as an earthquake. This team will work in close cooperation with the UKTIER. Main purpose of the role This role will specifically () take the lead in recruiting the logistics team for the surgical hospital, initiating the procurement of the materials and establishing the warehouse.
Overall Objectives (scope) Initiate procurement of field hospital materials Identify and establish warehouse Management Manage the freight of field surgical hospital materials establish the outline plan for Field Hospital deployment preparation Lead and manage the field surgical hospital logistics
Responsibilities The responsibilities for the role will include:
Procurement
• Prepare procurement plans for the acquisition and/or periodical replacement/replenishment of all Merlin Field Hospital equipment/stock including the sourcing of services necessary to the effective maintenance of medical equipment and devices. • Conduct detailed procurement analysis based on Total Life Cycle costs and prepare substantiated Bid Analysis outlining different sourcing mechanisms (rental, leasing or purchase) and their long term cost effectiveness. • Support relevant stakeholders in determining the most effective technical solution available in the market. • Maintain an up to date relevant database of suppliers. • Execute procurement activities in accordance with Merlin financial and logistics procedures. • Ensure donor compliance and produce regular, timely and accurate narrative and financial procurement reports for Merlin and donor.
Warehouse Management
• Supervise the warehouse activities in UK and ensure the readiness of stock for deployment overseas. • Maintain a high level coordination between procurement and warehousing activities, ensuring the correct reception and storage of equipment and supplies. • Responsible for stock control consistent with Merlin procedures (participate in regular stock checks and produce monthly stock reports) • In coordination with the Warehouse Manager, maintain a stock replenishment plan
Freight
• Negotiate and arrange transport of goods with shipping or freight companies in the UK and abroad. • Determine method of shipment, and prepare bills of lading and other shipping documents as required. • Check import/export documentation to determine cargo contents, and classify goods into different fee or tariff groups, using the UK/relevant country tariff coding system where appropriate. • Prepare loading plans and ensure that standard waybills are duly completed. • Coordinate warehousing activities related to packing and shipping merchandise. • Arrange insurance coverage for goods in transit.
Field Hospital Deployment
• Become familiar with the contents of each module and its deployment, including the set up and disassembling of medical equipment and devices, radios/communication equipment, cold chain, generators and water sanitation facilities. • Participate in regular exercises (in the UK) by coordinating the deployment, assembling/disassembling of any or all Merlin Field Hospital modules.
Human Resources
• Assist in creating the surgical logistics team, including recruitment, team building, and performance management, and staff development • Assess the continuing training needs of staff and ensure training needs are appropriately met and within budget • Assist in the development and delivery of quality evidence based training to Merlin HO and field staff in line with skills and experience • Coaching and mentoring of key personnel. Lead in strengthening existing capacity and further develop skills where required.
Other
• In close cooperation with relevant HQ departments, assist in the continuing development of Merlin internal policies relevant to the Field Hospital operational support. • Establish and maintain a logs filing system to include all equipment manuals, maintenance schedules and logs documentation • In close cooperation with Merlin Technical advisors (IT/Comms, Fleet, WASH, Pharmacist) , act as the Field Hospital focal point for technical areas such as maintenance, vehicles, radios, office equipment, cold chain, generators and also basic water/sanitation structures and support. • Fulfill other roles as per specific terms of reference developed by the Head of Emergencies in accordance with skills and experience of individual team member.
Dimensions and Limits of Authority
The role will recommend courses of action to be taken and authjority to carry them out will be delegated to the post holder as appropriate.
Part of the role will be to recruit a logistics team and management of this team will be part of the role.
