DEPUTY CHIEF OF PARTY / AKSE PROJECT


Reporting directly to the COP, the DCOP will be responsible for the technical oversight of the project. Specifically, the DCOP will assist the COP with the coordination and execution of deliverable to USAID, support coordination efforts with local and government partners and consortium members, facilitate the transfer of skills to program staff and partners and guides synergy and exchange with other USAID projects and relevant partners and stakeholders. S/He will supervise AKSE technical program personnel; monitor performance and beneficiary satisfaction through field visits. S/he will assist COP with operational matters, as needed. S/He will directly supervise the Institutional Strengthening Manager, the Protection Manager and the M&E Manager and ensure the management and review of the performance of all program staff. Ideally, the DCOP will be an experienced professional with a strong background in the fields of human rights, law, advocacy, protection and other fields addressed by the AKSE project.
II. Key Responsibilities R1. PROGRAM MANAGEMENT • Represents the AKSE Program Team to USAID and ensures development and submission of all USAID program deliverable. • In alignment with CARE and USAID requirements, ensures that effective systems for program management and monitoring and evaluation of program performance are in place and maintained. • Works with the COP to evaluate program performance and adjust management plan as needed to improve achievement. • Works closely with the COP to maintain active communication with USAID regarding strategies, challenges, performance plans, and indicators for success. • Identifies and provides appropriate technical assistance for the program team to develop and implement an integrated approach for strengthening the capacity of the Haitian protection sector by improving the service provision at commune and community levels, increasing quality of protection services and reinforcing the capacity of GOH agencies to address increasing protection needs. • Oversees development of all technical reports and provides information for regular reporting to the consortium program management committee (PMC). • Spearheads AKSE’s capacity building program by guiding the development of a strategy to be implemented by local organizations recognized for expertise and best practices in this area; organizes relevant workshops, seminars, consultations and training of trainers. • Oversees the development and support of national level protection networks. • Ensures the timely implementation of all program activities, and works closely with the Program technical team to provide technical guidance and support to the program. • Works with the AKSE Grants & Finance manager to ensure sub-granting training modules and a field grant guide are developed and applied.
R2. STAFF AND CONSULTANT MANAGEMENT • Directly supervises the Program Coordinators to ensure that the goals and objectives of AKSE are implemented in accordance with the Program Description and the terms of the Cooperative Agreement between CARE and USAID. • Coordinates short-term technical assistance to the project, ensuring that appropriate Terms of Reference are developed for consultants and that deliverables are submitted in accordance with contract stipulations. • Works with the CoP to establish effective staffing structure for the program area, promote teamwork and integration with other parts of the organization. • Reviews and updates job descriptions. Recruits, develops and retains high quality and committed staff and ensures that they are aware of and follow CARE policies, procedures and systems. • Clarifies expectations of all team members, in particular of direct reports. Provide ongoing feedback and coaching to optimize performance and commitment, taking corrective action if and when needed. • Delegates both program and program support responsibilities to appropriate level staff and holds them accountable.
R3. FINANCIAL AND ADMINISTRATIVE MANAGEMENT • Closely collaborates with Grants & Financial Management Unit to ensure AKSE program staff are familiar with financial and administrative requirements and procedures, and ensure the most effective and efficient use of resources. • Ensures budgets, procurement plans, requisitions and service requests are developed and shared in a timely manner for all projects and proposals. R4. EXTERNAL RELATIONS • Supports COP to develop and maintain good working relationships with Consortioum partners. • Establishes and maintain solid relations with GoH representatives,local partner organizations and networks, department and communal officials, international NGOs and other civil society organizations which consitute the national Protection Sector . • Works with the AKSE program team to develop and implement activities to achieve the objectives stipulated in the Program Description and annual implementation plans. • Participates in projecting prominent visibility of CARE AKSE. • Ensures good media relations and acts as CARE AKSE spokesperson as warranted. • Represents the AKSE project to USAID in the absence of the COP. R5. MONITORING, EVALUATION & REPORTING • Facilitates the effective implementation of the AKSE Monitoring and Evaluation system and ensures documentation of lessons learned from program implementation. • Oversees the elaboration of a thorough Project Monitoring Plan in accordance with USAID requirements. • Ensures that M&E frameworks and data collection mechanisms are in place to support program monitoring and evaluation and are aligned with baseline studies. • Ensures there is an ‘Annual Review’ process to ensure that program activities are appropriate and being implemented in accordance with the annual work plan (years 2 and 4) to assess the progress made against proposed goals and indicators. • Ensures the timely preparation and submission of all project technical and special reports to the COP for inclusion in quarterly progress reports and onward transmission to USAID, consortium partners and other stakeholders as warranted. • Plan and carry out regular monitoring trips to impact zones and provide support where needed.
R6. DEALING WITH PROBLEMS • Ensure the identification and assessment of issues, problems or events which may impact the implementation of the Project or the fulfilling of the USAID-CARE agreement. In a timely manner, the DCOP will keep the COP and other relevant AKSE and CARE Officers informed, and will work very closely with them in identifying or designing appropriate actions and initiatives to address such issues.
III. OTHERS REQUIREMENTS Knowledge, Skills, and Behaviours Required to Achieve Role’s Objectives
R1. Knowledge • Demonstrable knowledge as a result of study, training or practical experience on the key debates in child protection, gender based violence, and women empowerment. • Knowledge of Haiti; the geopolitical factors affecting child-poverty in the country and the political, social and environmental opportunities for change is an advantage. • Demonstrable knowledge of project data quality control. • Knowledge of programming for development. • Familiarity with gender and child protection issues in developing country context. • Experience working with government institutions. • Fluent in French and practical in English, Haitian Creole desired. R2. Skills • Strong knowledge of all AKSE reporting requirement. • Demonstrated experience in data collection and analysis. • Demonstrated experience in use of information and communication technologies including statistical packages. • Proven skills in the development and management of effective and motivated teams, including distance management. • Effective working with and through partners. • Demonstrated experience in conflict management and coaching. • Proven analytical skills in isolating priorities and tackling them. • All aspects of team management in complex environments. • Demonstrated mentorship skills.
R3. IV. MINIMUM REQUIREMENTS • A Master’s Degree in Social Sciences, such as international development, social work, public policy or other areas directly related to providing services to vulnerable populations or equivalent experience; • Project management experience with an international agency and at least 6 years of experience in programs involved with human rights and protection of vulnerable groups; • Strong communication, both oral and written, strong interpersonal skills, and the ability to develop and nurture excellent relations with Haitian counterparts and donor officials; • Sound understanding of development, political, and human rights issues in Haiti; • knowledge of Haitian counterparts and organizations active in human rights issues is highly desirable; • Fluency in spoken and written French and English at the FSI 4/4 level; fluency in Haitian Creole is desirable V. LIVING CONDITIONS • May be “typical office environment”; note if heavy lifting, climbing, excess travel, etc. • Based in the CARE Office located in Petion-Ville, with occasional local and international travel. • Willingness and ability to travel to remote areas.
