Health Specialist


Under management of Regional Advisor – Young Child Survival and Development, support regional strengthening of country capacity to undertake costing and analysis of sector programmes, particularly related to the Millennium Development Goals (MDGs). Key responsibilities include:
Management/monitoring
Act as focal point for coordinating country support for evidence based planning, costing and budgeting at RO level. Ensure regular interaction with inter-country specialists for technical backstopping and monitoring.
Technical/ Strategic Support
Provide technical assistance to priority countries in the region for the analysis and identification of programme bottlenecks, possibly using but not limited to the use of MBB or other tools in supporting:
• Country offices and partners in the development equity focused situation analysis,
• Country offices and partners in the analysis and formulation of equity focused national and sub-national policies
• Country offices in the formulation and review of equity focused Country Programmes.
Capacity Building
Organize and facilitate Training, coaching and supporting inter-country programming specialists in the region in evidence based planning, costing and budgeting.
Conduct training at regional and country level for staff and partners on equity focused planning, programming and leveraging with use of Marginal Budgeting for Bottlenecks (MBB) and/or other tools.
Support for multi-sector data analysis and drafting of manuscripts in close consultation with the supervisor.
Minimum Qualifications
• Advance degree in public health or relevant social sciences.
• At least 8 years progressive experience in the field
• Strong knowledge and experience in Marginal Budgeting for Bottlenecks (MBB)
• Experience in policy discussion and policy design is an asset.
• Demonstrated ability to work harmoniously in a multi-cultural environment and stressful situations and establish harmonious and effective working relationships both within and outside the organization
• Proven ability to be analytical, highly numerate and pedagogical
• Excellent communication, facilitation, and writing skills
• Fluency in English and another UN language.
