Description of Key Duties and Responsibilities
In close cooperation with HRCS counterparts, the International Committee of the Red Cross (ICRC) and Partner National Societies, ensure organisational development and institutional capacity building support is coherent and coordinated.
Promote continued understanding and conceptualization of RCRC Organizational Development & Institutional Capacity Building principles and practices, and model effective change management and capacity building.
Coach HRCS counterparts on effective organisational development, institutional capacity building, and change management and ensure their continued professional development in these areas.
Assist and facilitate HRCS assessments of its organizational strengths and weaknesses, introducing the OCAC methodology, as required, with particular emphasis on encouraging phased capacity building targets and a related monitoring strategy to review organizational performance.
Facilitate the process of developing and/or revising HRCS organizational capacity building strategies and plans, with the Strategic Planning Federation guidelines, Capacity Building Indicators and other tools available through Federation.
Advise HRCS counterparts, embedded delegates and national society development practitioners in developing appropriate structures and systems to implement the strategic plan, including internal policies, procedures, and processes.
Support the HRCS document best practices, facilitate the sharing of knowledge, and promote peer-to-peer support within the HRCS, sub-regions, and other networks.
Regularly report on progress in HRCS branch development in the country with a view to engaging with partners in defining the way forward and identifying resources necessary for the development of skills, competencies and management systems.
