Education Advisor

There are 30 national Save the Children organisations around the world. By the end of 2012 all our international programmes will be delivered through a merged operation with 14 000 staff, managed through seven regional hubs and reporting to a relatively small, central office. Role:

The Education Advisor will be expected, with limited support, to lead on sectoral assessments, programme design, program review, evaluation and learning. The Education Advisor will also be expected to play a leadership role within the program team, through 360o support to colleagues and work to ensure that broader sector coordination mechanisms are functioning effectively. The post holder will be expected to mentor and/or capacity-build both international and national staff colleagues. The Education Advisor will also be expected to play a role in global level Education working groups with a specific focus on Early Childhood Development, Basic Education and Curriculum Reform.This role is based in Sanaa and it is for one year.

Key areas of accountability:

Programme Support:

- Lead on Education or multi-se ctoral technical assessments in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
- Lead on developing Education program plans and master budgets and contribute to Save the Children in Yemen’s overall program strategy.
- Provide technical checking of Education strategies, assessments and programmes as necessary, and proactively promote high quality Education technical approaches within country programmes.
- Lead on fundraising for the Education sector, including development of high quality concept notes and proposals, and engagement with donors’ technical advisers.
- Support, as needed, with monitoring the Education programme implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
- Review and approve programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- Work closely with the Monitoring & Evaluation team put in place a Education sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
- Working closely with the accountability lead to put in place sector accountability mechanisms, ensuring that the feedback is incorporated into programme design and learning disseminated to the wider Education sector.

Capacity Building:
- Develop learning needs assessment and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.
- Coach and mentor Education Advisers and Coordinators and national level counterparts and link in to wider organ isational talent development mechanisms.
- Oversee development and delivery of technical training material that will improve aspects of Education work within Save the Children in Yemen and contribute to Education work globally

Representation & Advocacy & Organisational Learning:
- Serve as Save the Children’s focal point with key donors, government counterparts and local partners regarding education programming
- Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, such as the Education Cluster, ensuring the specific needs of children are being addressed. This may involve taking on a co-chairing role where needs demand.
- Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
- Pro-actively ident ify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
- Play a leadership role in shaping Education communications and media priorities in line with thematic priorities, acting as a spokesperson when required.

General:

- Demonstrate leadership in relation to Save the Children policies and practice with respect to Education, code of conduct, health and safety, equal opportunities and other relevant policies and procedures

Qualifications and Experience:

Essential

- Substantial experience of working internationally in Basic Education and ECD programmes in a humanitarian and development context
- Education to Masters level in Education, or a related subject, or equivalent field experience
- Previous experience of managing a larg e Education team of international and national staff
- Commitment to, thorough understanding of, and able to train staff in participation and accountability approaches
- Demonstrated ability to set up monitoring & evaluation systems in large complex programmes
- Demonstrated ability to set up learning and development processes for a large Education team
- Proven ability of mentoring, coaching and training on Education related topics.
- Experience of senior level representation
- Experience of developing and negotiating successful partnerships with institutional donors
- Ability to write clear and well-argued assessment and project reports
- Excellent communication skills
- Proven ability to influence change at an operational and strategic level.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A high level of written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
- The threat level in Yemen is considered high. However, SCI has access to all its field sites and strong, close relations with communities where it works

Desirable
- Language skills in Arabic
- Experience or knowledge of working and living in relevant regions/contexts
- Specific experience of designing and managing DFID, ECHO, OFDA and other major donor projects
- Specific experience of designing and managing consortia projects
