Role:
The Education Program Manager will be based in the field overseeing programs in multiple governorates. In addition to directly managing awarded grants, the Education Program Manager will be expected to lead on sectoral assessments, programme design, master budgeting, coordination, recruitment and procurement. The post holder will be expected to mentor and/ capacity building of the existing country programme staff.This role is based in Yemen and it is for one yearKey areas of accountability:
Needs Analysis and Program Design:
- Design and participate in required assessments, baselines and evaluations
- Contribute to situation analysis and participate actively in developing education strategy documents
- Contribute to proposal development
Programme Management
- Create implementation plans, including phased budgets, M&E and indicator tracking plans for all awarded grants
- Implement project activities ensuring that services are delivered on time and on budget
- Manage program budget lines and ensure proper and effective use of program resources
- Manage education team ensuring that staff have work-plans in place and following up with team members regularly to ensure that activities are on track
- Monitor program progress against both programmatic and budgetary targets
- Work with the Education Advisor to develop sector response plans and master budgets and contribute to Save the Children’s overall country strategy
- Prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- Work closely with the HR team, identify education staffing needs (both national a nd international)
- Identify education programme supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan
- Work closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
- Work closely with the accountability lead put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in education programme design
Capacity Building:
- Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff
Representation & Advocacy & Organisational Learning:
- Take steps to document lessons learned, from education programmes, for wide r dissemination.
- In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels.
- In collaboration with SC education colleagues, feed in learning, experiences and evidence to relevant global advocacy objectives.
- Position will be based in Hodeida with frequent travel to other field sites expected. Generally the role requires unusual work hours and often working in stressful and insecure environments.
Qualifications and Experience:
Essential
- At least 3 years of management experience in emergency, fragile state or development programmes.
- Previous experience of managing an education team at national level
- Experience of and commitment to working through systems of community participation and accountability
- Demonstrated monitoring and evaluation skills
- Proven capacity to supervise, train and co ach staff in EDUCATION technical skills
- Experience of preparing successful funding proposals for donors
- Ability to write clear and well-argued assessment and project reports
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- A high level of written and spoken English
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
Desirable
- Language skills in Arabic
- Experience or knowledge of working and living in relevant regions/contexts
- Specific experience of designing and managing DFID, ECHO, OFDA and other major donor projects
- Specific experience of working in consortia projects.
