Role:
The Health Manager will be accountable for effective implementation of the area health programme, ensuring the provision of quality health services to the affected population. He/She will be expected to provide to the health team both remote support and direct supervision through regular visits to all sites/field offices. The Health Manager will provide both technical guidance as well as overall project management, and will be expected to lead on sectoral assessment, programme design and budgeting as well as proposal development. The Health Manager will be expected to mentor and capacity building existing country programme staff and partner staff (local implementing partners, Ministry of Health staff etc). This role is based in Yemen and it is for one year.Key areas of accountability:
Needs Analysis and Prog ram Design:
- Design and participate in required assessments, baselines and evaluations
- Contribute to situation analysis and participate actively in developing health program strategy documents
- Contribute to proposal development
- Contribute to emergency response preparedness plans as updates are required.
Programme Management
- Create implementation plans, including phased budgets, M&E and indicator tracking plans for all awarded grants
- Work closely with Ministry counterpart and orientate program design and implementation towards sustainability through following national protocols and policy and potentials hand over to national health authorities
- Implement project activities ensuring that services are delivered on time and on budget
- Support the health team to ensure the availability and compliance to international and national policies and gu idelines regarding the primary health care program
- Manage program budget lines and ensure proper and effective use of program resourcesProvide technical support to all health staff in fulfilment of their duties according to project objectives.
- Manage health team ensuring that staff have work-plans and objectives in place and follow up with team members regularly to ensure that activities are on track
- Monitor program progress against both programmatic and budgetary targets
- Work with the Health Advisor to develop sector response plans and master budgets and contribute to Save the Children’s overall country strategy
- Prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements
- Identify health programme supply needs and coordinate with the logistics team to put in place a sensible phased procurement plan
- Support the management of warehousing, monitoring consumption and stock transfer of medicines, consumables and medical equipment.Ensure the health information system (HIS) is implemented, conduct monthly reviews of HIS data for validity, inconsistencies and errors, provide feedback to the health teams on the quality of the data and submit corrected version to the Health Technical Advisor on time.
- Work closely with the Monitoring & Evaluation team to put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
- Work closely with the accountability lead put in place accountability activities, ensuring that feedback from all relevant stakeholders is considered in health programme design.
- In the event of outbreak or emergency response, lead the outbreak investigation team or the health emergency response team for responses initiated within the area of operation.
- Ensure health program fits with the MPHP and cluster priorities and is effectively coordinated with all local actors and partners
Capacity Building:
- Lead the training needs assessment for technical staffs (partner and Save the Children staff) in collaboration with health officers and Ministry counterparts
- Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff
Representation & Advocacy & Organisational Learning:
- Regularly carry out operational research, program achievement review and lessons learnt study to provide evidence for further program development
- Participate in health cluster meetings at the local and participate in meetings with different stakeholders for the purpose of Save the Children’s program interest at area/governorate level as required
- In collaborati on with senior programme staff, assist in advocacy activities that target decision-makers at all levels
Qualifications and Experience:
Required
- Advanced degree or equivalent (Registered Nurse or Medical Doctor) preferred; or education to Masters level in Public Health, or a related subject
- Strong familiarity with international guiding principles and best practices of health programming in crisis settings; for example: MISP, IASC, Sphere
- At least 3 years of management experience in emergency or fragile state health programmes
- Previous experience of health project management and programme coordination, implementing health programmes within donor constraints, on time and within budget
- Experience of and commitment to working through systems of community participation and accountability; demonstrated monitoring and evaluation skills
- Proven capacity to supervise, train and coach staff in health technical skills
- Ability to write clear and well-argued assessment and project reports in English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
- Position will be based in an area office with frequent travel to other field sites; the role requires unusual work hours and often working in stressful and insecure environments
Desirable
- Language skills in Arabic
- Experience or knowledge of working and living in relevant regions/contexts
- Specific experience of designing and managing OFDA and other major donor projects
