Proposal and Reports Coordinator

Role:
The Proposal and Documentation Coordinator will be deployed to Sanaa, Yemen to support the Director of Program Development and Quality in the development of proposals, concept notes and on-going documentation of the emergency response programs. The role of the Proposal and Documentation Coordinator is to ensure that programmes are developed and implemented using an integrated, cross-sectoral approach. The post holder will be expected to the lead the coordination between technical and operational teams to ensure that proposals are developed in coordination. Along with developing high quality proposals, the post-holder is also expected to work closely with program managers to document project achievements both for donor reports and for situation reports and internal communications with SC member s. The post holder will be expected to mentor a Yemeni counterpart who will take over these responsibilities at the end of the post holder’s mission. This role is based in Sana’a, with frequent travel to the field and its for a year.

Key areas of accountability:

Programme Support:

- Lead on the development of concept notes and funding proposals (include log frames and budgets), ensuring coordination and information sharing between technical and operation teams (finance, logistics)
- Ensure integration (where appropriate) between sectors in order to encourage teams to have an integrated approach to emergency responses
- In conjunction with the Grants Manager track funding opportunities, including calls for funding progress of proposals, submission deadlines, financing available. Ensure all appropriate donor and SC proposal formats are available in country
- Coordinate the preparation of timely p rogramme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements.
- Work closely with the Monitoring & Evaluation team to ensure sector technical leads have the required tools to put in place sectoral M & E plans
- Ensure all proposal and concept note submissions to donors are reviewed and approved by the Response Team Leader or delegates as appropriate
- Act as focal point for all queries and additional information requests from donors, SCI or SC Members.
- Support with the drafting of situation reports as needed (bi-weekly or monthly basis)
- Document program successes to share with SC members and donors
- Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

General:
- Comply with and promote Save the Children policies and practice with respe ct to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications and Experience:

Essential

- Previous experience of project management and project cycle management, including project design, implementation and evaluation
- Experience of leading the preparation successful funding (narrative and budget) proposals and reports for donors, including ECHO, DFID and OFDA and Save the Children members. Understanding of CAP and Appeal processes
- Good understanding of donor compliance and SC reporting mechanisms and requirements
- Proven capacity to deliver training and coach staff
- Experience of and commitment to working through systems of community participation and accountability
- Excellent communication skills
- Politically and culturally sensitive with qualities of patience, tact and diplomacy
- < li>Fluent written and spoken English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable
- Language skills in Arabic
- Experience or knowledge of working and living in relevant regions/contexts
