Executive Secretary – Monitoring and Evaluation

Position Description Global Ministries of the United Methodist Church is recruiting for two (2) Monitoring and Evaluation positions, one with a focus on the overall agency impact, and one with a particular focus on the work of the United Methodist Committee on Relief (UMCOR), a core unit within Global Ministries. The primary responsibility of the persons in these positions is to implement an effective performance measurement framework; and develop the accompanying monitoring and evaluation (M&E) strategies and tools for assessing and improving the impact and effectiveness of Global Ministries programs and activities, including the United Methodist Committee on Relief (UMCOR). Responsibilities Assess and identify high-level Monitoring and Evaluation priorities, administratively and programmatically for the organization. Once high level M&E priorities are established, work with the program areas, including field offices, to set up tools, protocols and systems to ensure that the programmatic and granting impact of the organization is maximized (and demonstrated). Provide technical guidance and support to ensure organizational performance is systematically monitored and data for key indicators are collected, analyzed and reported. Identify technical needs of field offices and program partners in meeting monitoring and evaluation standards in key program areas, and work with them to develop capacity or access technical support in this area.
Establish priority M&E areas for UMCOR and Global Ministries, and develop a programmatic performance framework to demonstrate impact. Develop and implement regular reporting across the organization on program effectiveness for key program areas Develop a strategy and the accompanying tools to implement M&E framework at different levels across the organization. Coordinate with the agency Internal Audit function as it relates to programmatic impact. Bachelor’s Degree in International Affairs, Public Administration, Business, Social Sciences, or related field; • Experience developing M&E frameworks for international development (grant) programs; • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators and conducting program evaluations; • Background in training and coaching program staff to implement an effective M&E strategy within the context of a program or grant; • Practical field experience across a broad range of programmatic areas and contexts; • Strong ability to plan, organize, prioritize work, and multi-task to meet tight deadlines; Knowledge of another language, particularly French, Portuguese or Spanish, a plus. 3 to 5 years of experience in designing and implementing evidence based management systems, performance measurement, monitoring and evaluation. Experience providing training and capacity building to colleagues and partners.
