Chemonics seeks a senior accountant for the five-year, USAID-funded Biodiversity and Watersheds Improved for Stronger Economy and Ecosystem Resilience (B+WISER) project in the Philippines. The senior accountant, to be based in Manila and begin on or around 14 January, will oversee all financial aspects of B+WISER, work with the accounting team in all field offices to ensure that the financial systems are compatible with standard accounting practices, and ensure adherence to Chemonics and USAID policies, procedures, and regulations. Responsibilities include:
• Provide overall financial management of B+WISER, ensuring strict adherence to Chemonics policies and procedures and USAID rules and regulations
• Supervise accounting cycle to include preparation and documentation of journal entries, payment requests, and general ledger reconciliations
• Ensure that incurred costs are allowable, allocable, and reasonable
• Oversee monthly wire transfer requests
• Review the internal financial control systems to ensure that appropriate mechanisms and systems are in place
• Ensure proper safeguards of funds and compliance
• Plan, perform, and supervise internal audits of accounts payable, accounts receivable, payroll, fixed assets, and petty cash
• Review and approve bank reconciliations and reconciliation of petty cash
• Review submission of all tax withholdings (payroll income tax, deduction at source) by PayNet and corresponding reports (i.e., VAT reports) to relevant parties
• Work closely with internal and external auditors during field program audits
• Interact with bank and other officials on an as-needed basis

Qualifications:
• Bachelor's degree in business, finance, accounting, project management, or related field required; advanced degree preferred
• Experience on USAID or other donor-funded projects highly preferred
• Experience providing monthly financial reporting, managing project accounts, and financial management experience
• Experience with office operations while ensuring compliance with all rules and regulations
• Demonstrated leadership, versatility, and integrity
• Excellent written and oral communications skills in English required
