Project Human Resources Officer


IDLO seeks a Project Human Resources Officer for a U.S. funded multi-million dollar program for 30 months in support of the Justice Training Transition Program (JTTP), as part of the international community completing the transition and handover in Afghanistan. This is a full-time position based at IDLO Headquarters. The incumbent will support the work of the Administration and HR staff in Afghanistan and act as liaison on all human resources related issues for the two teams.
The Project Human Resources Officer will report to the Director, Special Project and work in close collaboration with the IDLO Human Resources Department at Headquarters.
Key responsibilities and tasks include as follows: • Overseeing all human resource issues relating to Headquarters-based team working on the Project; • Managing the recruitment process of project staff mainly in Afghanistan - this includes developing job descriptions and person specifications, preparing job adverts, screening application forms, shortlisting, interviewing and selecting candidates; • Managing planning and delivering, inductions and pre-deployment for new project staff; • Supporting the Admin and HR Manager in Kabul on issues such as working conditions, performance management, equal opportunities, disciplinary procedures, absence management, HR policies etc; • Advising on compensation and benefit packages for field staff and Headquarter staff; • Administering and maintaining staff records in line with IDLO and donor procedures; and • Assist the Admin and HR Manager in Kabul with performance issues, and in dealing with grievances and implementing disciplinary procedures if needed.
IDEAL CANDIDATE PROFILE
The selected candidate will provide customer-service oriented administrative support to all Human Resources activities such as recruitment, performance monitoring, and employee relations as well as provide professional advice, coaching, and training on all aspects of HR. Candidates must have a proven history of bringing results and credibility to the HR function and the ability to think creatively in order to develop value added solutions to challenging problems.
The incumbent must have excellent interpersonal, verbal, and written communications skills and be comfortable working with a diverse group of individuals. She/He will establish relationships based on mutual respect and trust, and exhibit a high level of confidentiality and discreetness by respecting the sensitivity of the information she/he handles. Sensitivity to multi-cultural issues and the nuances of Islamic customs is crucial to the success of the role.
The new Human Resources Officer must be accurate in carrying out the work of the Project as well as have an excellent attention to detail and capable of working with tight deadlines.
The ideal candidate will bring a positive and reliable attitude, along with the ability to participate in a variety of tasks. Strong customer service skills and a focus on fostering a team-based approach to the work is essential to the success of this position.
MINIMUM QUALIFICATIONS AND EXPERIENCE
The Human Resources Officer must have a bachelor’s degree in human resources, business administration, or other related field and a minimum of four to six years of work experience in the human resources field. She/He will ideally have experience in a human resources office in an intergovernmental or non-governmental organization in an international setting. Experience of overseeing Human Resources operations in the field, or in a conflict or post-conflict area of the world is highly desirable. Proven experience of supporting the Human Resources function for a remote team is essential.
Experience in the management of recruitment processes from job design and advertisement to the finalization of the selection and appointment process is required. A basic understanding of budgets and financial forecasts would be useful. A background in compensation and benefits practices is required as well as reviewing and applying HR-related policies. Excellent working knowledge of the Microsoft Office Suite is necessary. The ideal candidate will possess the ability to work with limited supervision, to prioritize tasking, and manage workflow in a high pressure environment, often within tight deadlines. The ability to work cooperatively, efficiently, and flexibly as a member of a small and remote team is essential.
Fluency in English, both spoken and written, is required.
