Senior Director of Operations, United Methodist Committee on Relief


Reports to: Head of Mission and Headquarters Location: Kabul, Afghanistan
PURPOSE: The United Methodist Committee on Relief (UMCOR) is a not-for-profit organization that provides transitional development and relief assistance to communities in need around the world. The United Methodist Committee on Relief (UMCOR) seeks a Senior Director of Operations in Afghanistan. The Senior Director Operations reports to HQ on HR, Finance and procurements, and reports directly to the Head of Mission on logistics and administration. The position is for (8) eight months starting immediately with the possibility of extension based on securing donor funding.
ESSENTIAL FUNCTIONS: The Senior Director of Operations (SDO) is responsible for ensuring the safe and effective operations of UMCOR’s offices throughout the Afghanistan. At the same time, the SDO will work with the staff to build their capacity in logistics, procurement, finance and human resources process management.
Primary Responsibilities:
Logistics Management Supervises Logistics staff; Has overall responsibility for maintaining UMCOR’s fleet of vehicles and communications equipment; Ensures that UMCOR’s non-expendable equipment is used according to security, program, and other needs (directly or through delegation); Ensures the good working order of all of UMCOR’s non-expendable equipment; Maintains UMCOR’s inventory of non-expendable equipment.
Procurement Oversee procurement department and centralized procurement activities. Review and oversee procurement procedures. Monitor bid selection process. Participate in bid selection committee. Oversee safeguarding of all assets. Finance Responsible for overall financial management and annual/long term mission financial planning. Supervises finance staff. Oversee and approve all payments by cash and wire transfer. Maintain proper cash controls, and review all bank reconciliation. Ensure budgets are spent according to donor requirements. Ensure monthly and quarterly financial reports to HQ and donors and filed on a timely basis. Conduct field financial monitoring. Work with internal auditors and external auditors.
Human Resources and Administration Hires and supervises administration staff. Has overall responsibility (directly or through delegation) for implementation of personnel policies and procedures; Maintains all personnel files (directly or through delegation); Ensures the smooth functioning of UMCOR’s offices and guesthouses (directly or through delegation).
Required Skills: Bachelor’s degree in finance/accounting and five or more years of experience managing operations in an insecure environment; Proven finance, human resources and administration abilities; Strong English writing skills for preparing policies and procedures and computer skills; Previous experience with non-government organizations required.
