Human Resources Manager (HRM) - HQ


Role and Responsibilities
Leads the provision of Human Resources services to Medair Headquarters and centralised elements of Medair-wide recruitment activities. Contributes to the development and leadership of the HR Department who can attract and retain a workforce able to fully deliver Medair’s mission of relieving human suffering.
Project Overview
Medair Headquarters (HQ) provides operational guidance for country programmes and activities, along with both technical and compassionate support for our relief workers. Within our headquarters, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes. Our headquarters teams are also responsible for recruiting international and HQ staff, and like our field teams, we are committed to serve the world’s most vulnerable with practical and compassionate care.
Medair

Key Activity Areas
Staff Management
• The Human Resources Manager (HRM) – HQ is responsible for defining and ensuring the effective application of Medair HR HQ policies and procedures to ensure that HQ staff are optimally recruited and managed. Is required to inform the HR Director (HRD) immediately if a situation is putting Medair reputation at risk.

HR Systems Development
• Contribute to the definition, development and implementation of HR best practices and legal requirements and to manage assigned HR projects. HRM to validate key decisions and actions with

HR Director.
• After appropriate consultation will determinate necessary improvements of HR systems, procedures, tools to enhance HR delivery in relation to HQ staff and recruitment. To recommend changes of HQ policies to HRD, after consultation and in collaboration with team and other managers.
• To contribute to the development and management of the HR Departmental budget. Authority to grant and sign refunds / expenses falling under his / her responsibility and not exceeding established financial authority limits.

Staff Administration
• HRM – HQ is responsible to ensure accurate and timely payroll, to manage the employer’s legal and social obligations and is focal point and is responsible to provide a service to HQ staff on insurances, labour law, legal obligations etc.
• Oversees effective use of probation period or dismissal if necessary, in consultation with departmental line management, whenever needed. HRM - HQ to be consulted on key HQ staff management issues.

Staff Development
• To develop appropriate training and development strategies and plans designed to enhance staff performance and optimal mission delivery. To further develop and coordinate with Directors and Managers the preparation, career planning and induction process of HQ staff.
Staff Resourcing
• To oversee and further develop quality of overall recruitment and selection processes and outcomes.
• Liaising with International and National Recruitment Coordinators regarding marketing activities.
• To supervise candidate interviews, recommending or declining applicants during ROC and IRS placements.
• To oversee recruitment and management of HQ staff in collaboration with Managers/Directors of other departments.
• To oversee HQ workforce- and succession planning to ensure proactive thinking for recruitment and replacement.
Qualifications
• Skilled senior International HR practitioner with specialism in Swiss HR practice
• HR related degree / HR diploma (e.g. Brevet Federal) desirable
• Professional HR / business qualification
Languages
• Strong working knowledge of English (spoken and written)
• Strong working knowledge of French (spoken and written)
• Working knowledge of German (spoken and written) desirable
Experience / Competencies
• 3 years’ experience in a Swiss HR position
• Staff management and humanitarian experience desirable
• Project management skills, conflict resolution ability, negotiating and analytical skills all desirable
• Good administrative and organisational abilities
• At ease with written and oral communication
• Reliable, concerned for details, while able to see the big picture to prioritize tasks
• Good listening capacity; assertiveness and tact; good self-perception, considerate and supportive
• Intercultural sensitivity
• Dynamic, mature, optimistic, flexible and honest; resilient
• Able to prioritise own work and coach others to prioritise their own work

Medair Standard HQ Working Requirements
• Committed Christians

• At least one year of professional experience in a relevant field (more experience preferred)
• Strong working knowledge of English (spoken and written)
• Working knowledge of French (spoken and written) for French-speaking roles
• Competent with MS Office Word, Excel, PowerPoint and Outlook
• Motivated by a spirit of service
• Solid team player
Working Conditions
• Swiss or eligible EU citizens, or those with a valid work permit for Switzerland, can apply.
