Senior Manager – Renewable Schemes


£43,600 p.a. - £56,650 p.a. (dependent on skills and expertise) - Band DLondon SW1
Specific Minimum Qualifications and Expertise
Essential:
  • Proven expertise in managing teams within a policy implementation and service delivery environment.
  • Proven experience in performance managing multi-functional teams to implement complex schemes in accordance with legislative requirements.
  • Proven expertise in policy development and implementation and in working with legislation.
  • Proven ability to analyse and make decisions based on complex information.
  • Excellent stakeholder management, communication and influencing skills.
  • Being able to manage change and implement process improvements in ongoing schemes.
  • Ability to manage risk and ensure the maintenance of robust processes to mitigate risk.
  • Educated to degree level or have relevant professional experience.
Desirable:
  • Sound knowledge of the Government’s climate change programme and the policy objectives of the current renewable support programmes.

Purpose
  • To support the team Head  in their role and contribute to the overall leadership, management and delivery of the team.
  • To manage a range of schemes that the Environmental Programmes team administers.
  • To ensure full compliance with the legislation and a customer-focused approach to our work.
  • To work with government so that the legislation governing the schemes meets Ofgem’s requirements for the administration of them.
  • To carry out tasks on behalf of GEMA under delegated authority.
Key Outputs and Deliverables
  1. To operate flexibly across a range of renewable schemes, as required.
  2. To lead their team efficiently and ensure that approvals are in line with the KPIs set out in Ofgem’s corporate plan.
  3. To ensure that lessons learnt from administration of the schemes are implemented through future changes to legislation.
  4. To ensure that decisions taken on the schemes are legally robust.
  5. To manage key stakeholders, including government departments and key industry groups.
  6. Be responsible for effective risk management, to avoid significant fraud and other process failures.
  7. Engage with government on their proposals for amendments to existing and future renewable policy.
  8. To ensure team deliverables are delivered on time and to a high standard.
  9. To work with colleagues in New Scheme Development and IT, as to changes to existing schemes.
  10. Ensure staff capabilities are developed to support their development and delivery of the team’s objectives.
Key Stakeholder Relationships
External
  • Government departments, including those with policy responsibility for the renewable schemes (DECC, HMT, Scottish Government, EST).
  • Industry participants (electricity suppliers, generators, trade associations and industry groups).

Internal
  • Staff across E-Serve, particularly in New Scheme Development.
  • Environmental Policy on current and future renewable electricity support schemes.
  • IT on the design and operation of the databases the team uses.
  • Legal.
Key Accountabilities
  • Assist the team lead in identifying the priorities for the team’s administration of renewable electricity programmes.
  • Ensuring that the schemes assigned to them are properly resourced.
  • Leading and supporting their team on the schemes they are responsible for.
  • Ensuring the development of staff in their team and addressing any skills gaps.
  • Having full regard for the risks the Authority faces in discharging its statutory duties.
  • Having delegated authority to take decisions in relation to the administration of the schemes assigned to them.
  • Ensuring that the corporate plan and internal KPIs are met with regards to the schemes they oversee.
  • Lead a team of up to 10 staff
