IT Analyst Programmer and Database Specialist-Jakarta, Indonesia


AusAID funded Poverty Reduction Support Facility (PRSF) 
PRSF is a joint facility between AusAID and the Government of Indonesia to improve the quality of policy advice for poverty programs in Indonesia.
The purpose of the IT Analyst Programmer and Database Specialist role to support TNP2K by providing programming and database administration technical services and support The Consultant will assist TNP2K’s “Unified Database for social protection programs” working group, which focuses on the goal of establishing a database system with information on all poor households in Indonesia.  This database is used to extract lists of beneficiaries eligible to receive benefits from different agencies/programs involved in social protection and poverty reduction efforts (e.g. cash transfers/subsidized rice/scholarships/health insurance for the poor). This project involves working in close partnership with all the line ministries that are part of TNP2K, the local governments and line agencies, and other related stakeholders including Badan Pusat Statistik (BPS), and donors.
To succeed in this role, you will have demonstrated experience in:
  1. Bachelr or advanced degree in computing: Information Technology, Computer Science, or Management Information System.
  2. Minimum 5 years computer programming work experience relevant to developing IT solutions for information systems/databases in private sector or in government.
  3. Minimum of five years of relevant professional experience in project environment.
  4. Proficiency in using SQL-based RDBMS and MS Office 2008 or later are required. Strong experiences in web programming with PHP, Java, CMS and other web development tools will be an asset. Familiarity with statistical analysis software packages such as STATA/SPSS/SAS is advantageous, as well as familiarity with LAN and WAN.
  5. Excellent communication skills in Bahasa Indonesia (required) and English (preferred).
  6. Willing and able to travel for work.
