PharmAccess is dedicated to improve access to quality health care in Africa for low-income groups by strengthening the private healthcare sector. In most developing countries the public sector is unable to meet the growing demand for health care of its people. Therefore, 50% of the people turn to the private sector instead, paying for health care out-of-pocket, since insurance does almost not exist. Too often this leads to catastrophic health expenses.
PharmAccess and its related foundations mobilize public and private resources for the benefit of doctors and patients through insurance (Health Insurance Fund), loans to doctors (Medical Credit Fund), clinical standards (SafeCare), private investments (Investment Fund for Health in Africa) and impact research (Amsterdam Institute for Global Health and Development). Together, this group of organizations serves the purpose of making good health care accessible to everyone in Africa, leading to healthier populations and social and economic development.
The JobSet-up, manage and coordinate the Bid Desk in gathering and coordinating all information required for new business proposals whilst maintaining on-going communication with internal units and third parties.
The successful Bid Manager will be responsible for acquisition by effectively coordinating key bid activities to strict timelines in adherence to the bid process and internal governance procedures, and be able to identify areas of opportunity and improvements to increase efficiency, with key activities including:
The successful Bid Manager will be responsible for acquisition by effectively coordinating key bid activities to strict timelines in adherence to the bid process and internal governance procedures, and be able to identify areas of opportunity and improvements to increase efficiency, with key activities including:
• Develop a set of bid selection criteria based on Group strategy in close coordination with the Management Team
• Collecting and selecting calls for bids/tenders and coordinate strategy with Management Team, and provide support for or lead the development of unsolicited proposals at request of Senior Country Executive and/or Program Directors in Amsterdam
• Facilitating meetings to qualify the bid strategy and clarify tender requirements
• Ensuring all bids are raised in a time and all relevant parties are kept up to date
• Developing a bid/proposal pipeline, and report progress based on this pipeline to the Management Team
• Leading task allocation to ensure all actions are identified and ownership is assigned
• Collection of information from the bid team, the organization and third parties (if required) to build a draft document
• Liaising with internal departments to secure their support and for contribution to the overall bid
• Create and maintain a ‘database’ of ‘standard’ texts on PharmAccess history, strategy, core activities and programs, in close collaboration with the PharmAccess communications department
• Working with the team to ensure content is customer focused, aligned to the published evaluation criteria and defined strategic themes
• Effective structuring of proposals to ensure adherence to donor instructions, and at the same time which best represents the organization and the strategy, including the organizations corporate communication styles and templates
• Supporting post submission activities (clarification process and the build of post submission presentations).
• Participating in post-bid activity, e.g. win/loss debriefs, provide feedback to pitch rehearsals

The Bid Desk manager will report directly to one of the Directors.
Qualifications & Requirements• A relevant Master’s degree
• Minimum of 2 years’ experience in the coordination of bids (for the Public Sector)
• Experience of working within a structured bid department
• The ability to understand Pre Qualification Questionnaires, complex RFIs and to plan the completion of submissions
• Excellent project management skills.
• Ability to communicate at all levels
• Excellent verbal and written command of English and Dutch
• Highly proficient in the use of Microsoft Office applications
• Good team player
• Ability to work independently, self-starter and motivated
• Ability to work under pressure and to demanding deadlines
• Have a proven ability to multitask and balance multiple priorities simultaneously
• Able to travel
