DACAAR is a non-governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process.
Core thematic areas are: Water, Sanitation & Hygiene; Natural Resources Management; Small Scale Enterprise Development; and Women's Empowerment.
The ultimate authority of DACAAR is the Governing Board, with representation from Danish Refugee Council and Danish People's Aid. In Denmark, a small Secretariat (Programme Coordinator and Administrative Desk Officer) is maintained in Copenhagen. In Afghanistan, the organisation employs approximately 650 national staff, of whom 13 per cent are women, and 11 expatriate staff. The main office is in Kabul with regional offices located in Herat (West), Jalalabad (East), Kabul (Central), Maymana (North-West), Mazar-e-Sharif (North) and Kishem (North-East). The annual budget is approximately USD 15 million.
DACAAR follows a policy of working with unarmed guards and puts emphasis on agreements with local communities to guarantee the safety of DACAAR staff in the field. DACAAR only operates in areas it deems its staff can work in safely with acceptable risk. Furthermore, DACAAR does not work together with any military forces and aims to follow humanitarian principles of impartiality, neutrality and independence.
DACAAR has a Safety & Security Management Team in Kabul (Director, Safety Manager, Head of Human Resource, Head of Programme, Head of Finance & Administration and Head of Fundraising & Communications) and dedicated safety staff at national and regional (under recruitment) levels, all of whom are national with the exception of the Director. DACAAR has a Security Manual, Standard Operating Procedures and Contingency Plans.
OVERALL OBJECTIVE
DACAAR is now looking for a Safety Adviser to advise and assist the Safety Management Team to further develop and implement a Safety Risk Management system in Afghanistan.
GENERAL RESPONSIBILITIES
With a focus on mentoring and coaching safety staff and staff with safety management responsibility, the Safety Advisor will:
• Develop and implement a Safety Risk Management system including: risk assessments; information management; and safety plans.
• Deliver safety related training and build capacity of safety staff and staff with safety management responsibility.
The Advisor will report to the Director and will have a strong advisory and support relationship towards the dedicated safety staff and also staff with safety management responsibility. The Safety Adviser will have no line management responsibility.
SPECIFIC RESPONSIBILITIES
Specific responsibilities of the Safety Advisor include, but are not limited to, the following:
• Advise management teams on available safety management strategies, including the transfer, avoidance, acceptance and /or control of risks;
• Update the current DACAAR Safety Manual, Standard Operating Procedures (SOPs) and Contingency Plans (CPs);
• Assist in development of area-specific safety plans, including Local Safety Rules (LSR), Standard Operating Procedures (SOPs), Contingency Plans (CPs) and mitigation action plans;
• Assist in development of contextualized risk management policies, protocols and procedures;
• Conduct quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits;
• Build the capacity of the safety focal points to implement the Safety Risk Management system, monitor and report;
• Conduct Risk Assessments (RAs) and advise the Safety Manager on achievable and cost-effective mitigation measures through the development of a contextualized Improvement Plan;
• Participate in weekly Safety& Security Management Team meetings;
• Review and advise on the security briefings guest and new staff gets upon arrival
• Support the Crisis Management Team and Incident Management Teams when need arises;
• Participate with the Safety Manager in relevant safety meetings, e.g. Afghanistan NGO Safety Office (ANSO) meetings;
• Any other tasks as required and decided by Director.
QUALIFICATIONS
• Substantial experience with advisory relationships and documented ability to support national staff.
• Strong coaching and mentoring skills and attitude.
• Relevant university degree.
• Minimum 8 years of safety experience of which at least 3 years with international NGOs or similar humanitarian organisations.
• Proven ability to develop and implement effective and contextualised protocols and systems.
• Willingness to live, travel and work under difficult conditions.
• Fluency in written and spoken English.
• Cultural sensitivity and adaptability.
• Work experience from and knowledge about Islamic culture in general and Afghanistan in particular is an advantage.

CONDITIONS
Duty station: Kabul, Afghanistan. The work might require occasional travelling in rural areas in Afghanistan, subject to the security situation. For the time being, Kabul is classified as a non-family duty station.
