  • The PNG Provincial and Local-level Governments Program (PLGP) is seeking applications for an experienced Team Leader. This unique opportunity providing support and leadership to a multi-location, multi-disciplinary team, and its interaction with key stakeholders. This long term position will be challenging and rewarding enabling you to focus your technical and relationship skills and expertise in a significant and complex program working at National and Sub-National levels within PNG.

    As Team Leader you will oversee the delivery of the Provincial and Local Level Governments Program to maximise its effective whilst ensuring the implementation of cross-cutting issues. The Team Leader will provide practical and strategic advice to Provincial and Local Government Program Stakeholders in the support of the achievement of the End-of-Program Outcome. A key theme for the Team leader is to maintain dialogue on the progress and directions of PNGs decentralisation agenda and current GoPNG context with the AusAID PLGP Program Director. The successful candidate will be responsible for overseeing the preparation and timely implementation of annual plans and Monitoring and Evaluation Framework. You will develop a strong performance culture in all areas of the program to ensure requirements are delivered as agreed.

    To be successful for this position, applicants will need to demonstrate significant experience as a Team Leader in a similar role including leading and managing large and diverse teams and in providing strategic advice and planning on a large and complex donor funded program. Ideally you will have 10 or more years proven experience in governance or institutional strengthening, preferably in a decentralised, developing country context. A strong understanding of cross-cutting issues and development effectiveness principles is critical as are excellent interpersonal skills and the ability to engage key stakeholders and partners.

    The position will involve opportunities to travel to an array of Provinces within the country. If you are a professional with significant experience in International Development for another donor you can be rest assured Coffey will support you in your transition to working with AusAID and in PNG through a rigorous induction program.

    We’ll ask you to commit to 11 months and be dedicated to achieving successful development outcomes whilst working with an experienced team.  In return, Coffey will provide support for relocation and financial benefits in line with AusAID’s Adviser Remuneration Framework and there will be access to ongoing professional support through knowledge sharing and collaboration with Coffey staff and colleagues across the Asia Pacific region.

    The PLGP is a partnership between the governments of Australia and PNG to support and improve the quality of decentralised service delivery to the people of PNG through capacity development of provincial governments and other key national agencies.
