Specific Minimum Qualifications and Expertise
- A self starter, with evidence of shaping and delivering analytical work programs which impact policy and/or business decisions.
- Strong evidence of applying economics and competition analysis to relevant markets.
- Ability to manage a number of major projects against challenging deadlines.
- Ability to build and develop effective teams and develop individuals’ capabilities.
- Strong communication skills, with the ability to represent Ofgem and influence key stakeholders within the industry, in government and in academic circles and work effectively with internal stakeholders.
- The ability to understand complex and often technical issues and analysis, and to communicate this effectively to both expert and non-expert audiences.
- At least degree level education in economics, or equivalent, and the ability and confidence to represent and defend Ofgem’s policies and perspectives in academic/analytical circles.
- Ability to identify research priorities against the context of Ofgem’s objectives and the wider social, economic, environmental and political background.
- An understanding of energy retail markets would be an advantage, but is not essential.
Purpose
- To maintain and further develop Ofgem’s framework for assessing retail market effectiveness.
- To sustain a robust evidence base for Ofgem policy decisions in retail markets and elsewhere.
- To oversee monitoring of retail markets.
- To develop a team, with strong analytical capability.
Key Outputs and Deliverables
- Identify and analyse developments which will impact on current and future energy retail markets and identify implications for regulatory policy.
- Maintain and further develop Ofgem’s framework for assessing retail market competition.
- Lead the team responsible for ongoing monitoring and reporting on retail market effectiveness.
- Lead Ofgem policy on company reporting, on supply market profitability and profitability analysis more generally.
- Develop strong links with key organisations in academia, public policy and government and industry, in order to strengthen our access to research capabilities, ideas and insights.
- Manage, motivate and develop a team of about twelve.

- All Markets Division senior management.
- Heads of Policy and Analysis in other Divisions, particularly the Sustainable Development Division.
- Ofgem Executive and Authority.
Externally
- Relevant Government departments and governmental bodies (primarily DECC, Treasury, BIS, OFT, Competition Commission).
- Consumer groups.
- Industry, including regulatory managers.
- Opinion leaders and relevant academics.
Key Accountabilities
- Reporting to the Associate Partner in Energy Market Analysis and Monitoring.
- Lead and manage teams and external advisors.
