Senior Programme Manager


£66,000 - £74,000 p.a. (dependent on skills and expertise) - Band ELondon SW1
Specific Minimum Qualifications and Expertise
Knowledge and Experience (essential):
  • Proven expertise in major projects, either in the public or private sector, including presentations to Board level.
  • Proven team leadership in a professional environment, including matrix/line management of project management professionals.
  • Proven ability to influence senior managers, applying personal experience and guidance on project, programme and portfolio management (APM, OGC etc.).
  • Expertise in drafting or challenging Project Initiation Documents and/or Business Cases.
Knowledge and Experience (Desirable):
  • Managing Successful Programmes (MSP) qualification or similar.
  • Knowledge or experience of  major programmes/projects in the energy sector e.g. Ofgem, DECC, NG etc.
  • Understanding of the principles and practices of utility regulation.
Skills and personal qualities:
  • Ability to employ project management techniques appropriately, to achieve effective results from policy development to delivery.
  • Strong communication skills, e.g. delivering ‘difficult messages’ to SROs.
  • Ability to manage risks, prioritise portfolio and focus on key issues.
  • Good team player, effective in a range of teams and roles.
  • Ability to build a wide range of internal and external relationships.
  • Skills in mentoring and coaching project managers.
Purpose
Ofgem is seeking a senior programme manager to help further establish a robust programme/project management approach and to support individual projects within Ofgem’s portfolio.
Key Outputs and Deliverables
Main tasks:
  • Ensure that Ofgem projects (as allocated), are on track for successful delivery.
  • Ensure  up-to-date project management PIDs are in place and approved .
  • Ensure risks are appropriately managed.
  • Contribute to a programme of project management awareness – ensuring that all of Ofgem’s projects benefit from project management framework.
  • Develop and implement focused training/briefings for  Project Managers and Project Teams.
  • Contribute to the management of project reporting, across the projects portfolio.
  • Review and update PMG’s offerings to ensure they meet stakeholders’ needs.
  • Take a leadership role in the professional network of Ofgem staff involved in project management.
Key Stakeholder Relationships
  • Ofgem’s Associate Partners, Partners and Senior Partners.
  • All project teams across Ofgem.
  • Colleagues in Corporate Functions e.g. Finance.
Key Accountabilities
Line management for at least 1 x Band D, 1 x Band C.
